A. No person shall engage in any motor vehicle race,
speed exhibition or in any speed contest whatsoever, including those
commonly known as "drag races," on any street, or aid, abet, promote
or assist in any manner whatsoever any such race or contest.
B. No owner or person in charge of a motor vehicle shall
permit his vehicle or any vehicle under his control to be used by
another person in any motor vehicle race or contest for speed on any
street.
C. No person shall accelerate or try to accelerate a
vehicle at a rate which causes the drive wheels to spin or slip on
the road surface. This subsection shall not apply during periods of
inclement weather.
D. Whoever being an operator violates this section shall
be fined for the first offense not less than $25 nor more than $100
and shall pay the costs of prosecution.
E. Whoever aids, abets, promotes or assists in any manner
whatsoever any such race or contest shall be fined for the first offense
not less than $25 nor more than $100 and shall pay the costs of prosecution.

A. No person
shall drive any vehicle in willful or wanton disregard for the safety
of persons or property, and this offense shall be known as "reckless
driving."
B. Any person
who violates this section shall, for the first offense, be fined not
less than $100 nor more than $300 and shall pay the costs of prosecution.
For each subsequent violation of this section, the person shall be
fined not less than $300 nor more than $500 and shall pay the costs
of prosecution. A subsequent violation, before being punishable as
such, shall have been committed within three years after the commission
of the prior offense.
