No person shall repair and/or perform maintenance
or permit the repair and/or the performance of maintenance of any
vehicle upon the streets, roadways or parking spaces within the City
at any time, except in the case of an emergency. As used in this section,
"emergency" shall mean a situation where a vehicle with a valid license
plate is inoperative and needs repairs to make it immediately operable.
An emergency shall not exist if said car has been inoperable for more
than 72 hours. The provisions of this section shall not prohibit the
following minor repairs and maintenance: the changing of flat tires,
the adding of oil to a car engine but not the changing of oil, and
the addition of other engine fluids to a car.
Any person violating the provision of this article
shall, upon conviction, pay a fine of not less than $10 for the first
offense and shall pay the costs of prosecution. For each subsequent
offense, he shall be fined not less than $25 or more than $100 and
shall pay the costs of prosecution.[1]
