Commissioners shall serve for a term of three
years beginning upon the effective date of this article. Town Council
members shall serve coterminous with their terms on the Council. Any
appointee may be removed for cause, and, at any time the Town Council
believes the function of the Commission has been fulfilled in accordance
with this article, it may dissolve the Commission.
It shall be the function of this Commission
to:
A. Analyze and evaluate, from the viewpoint of their
economic and administrative feasibility, the official plans for the
development and use of land in the Park Road Area as approved by the
Town Council, which area is hereby defined as that area bounded by
Quaker Lane on the west and Prospect Avenue on the east and includes
all property fronting on Park Road for a depth of 500 feet.
B. Recommend to the Town Plan and Zoning Commission and
the Town Council amendments to the Comprehensive Plan of Development
for the Park Road Area as a result of the foregoing analysis and evaluation.
C. Participate in the administration and implementation
of the Park Road Comprehensive Plan, as approved by the Town Council.
D. Undertake activities or make recommendations of those
activities necessary to accomplish the following:
(1) Stimulate an environment conducive to investment in
the Park Road Area.
(2) Implement, in conjunction with the Town, the facade,
streetscape and parking program established for the Park Road Area.
(3) Coordinate, with the Town, the review of individual
site plans, architectural plans and signing plans for conformance
with the adopted Park Road Comprehensive Plan.
(4) Initiate marketing campaigns to attract new merchants
and shoppers to the Park Road Area.
(5) Maintain an updated inventory of all space available
in the Park Road Area, as well as a list of all current business occupants
and their functions.
(6) Provide information regarding competent renovation
services by professional engineers, architects and builders.
(7) Assist potential developers in obtaining financing
as well as assist in the processing of business improvement loans
as appropriate (e.g., Small Business Administration, local banks,
etc.).
(8) Seek federal and state funds for specific improvement
projects.
(9) Work with the Town to formulate the details of the
special assessment district proposed in the Park Road Comprehensive
Plan.
(10) Recommend to the Town the allocation of financial
resources, including but not limited to community development block
grant funds, Town-bonded funds and general operating funds.
