A.
A Park Road Commission is created which shall consist of seven electors or taxpayers of the Town. The Town Council shall designate two of its members, one from each political party, to serve on the Commission; one member shall be appointed from the West Hartford Chamber of Commerce; and the four remaining Commissioners shall be appointed by the Town Council as follows: two residents, one each representing the interests of the Smith Neighborhood and the Whiting Lane Neighborhood, and two merchants and/or owners of property in the area hereinafter defined as the "Park Road Area," one representing the interests of merchants and/or property owners in that portion of Park Road from Quaker Lane to Arnoldale Road/Oakwood Avenue and the other member representing the interests of merchants and/or property owners in that portion of Park Road from Arnoldale Road/Oakwood Avenue to Prospect Avenue.

The Economic Development Commission and the Town Plan and Zoning Commission each shall be requested to appoint one member to act as liaison to the Park Road Commission. Liaisons shall have the right to attend and speak at meetings of the Commission without the right to vote and shall report to their respective appointing Commissions the actions of the Park Road Commission.
C.
The Town Manager shall, as needed, make available the services of his or her staff and other offices and agencies of the Town, including the staff directors of the Economic Development Commission and the Town Plan and Zoning Commission, as well as the Town Traffic Engineer and the Manager of Buildings and Grounds.
D.
The Commission shall annually elect its own Chair.
E.
Members of the Commission shall serve without compensation but shall be reimbursed for expenses in the performance of their duties.
