A. 
A certain document, copies of which are on file in the office of the City Clerk for the City of Roseville, being marked and designated as the "International Mechanical Code," as published by the International Code Council, be and is hereby adopted as the Mechanical Code for the City of Roseville, State of Michigan, for the control of buildings and structures as herein provided; for the regulation of the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of mechanical systems in the City of Roseville and providing for the issuance of permits and collection fees therefor; and each and all of the regulations, provisions, conditions and terms, supplements, amendments, provisions and penalties of such International Mechanical Code, 1996 Edition, published by the International Code Council, are hereby referred to, adopted and made a part hereof as if fully set out in this chapter, with the additions, insertions, deletions and changes, if any, prescribed in Subsection B of this chapter.
B. 
Additions, insertions and changes. The following sections are hereby revised as follows:
(1) 
Section 101.1, Title, is amended to read as follows:
101.1 Title: These regulations shall be known as the "Mechanical Code of the City of Roseville," hereinafter referred to as "this code."
(2) 
Section 106.5.2, Fee schedule, is amended to read as follows:
106.5.2 Fee Schedule: The fees for all mechanical work shall be paid in accordance with the fee schedule established by resolution of the Roseville City Council.[1]

(3) 
Section 108.4, Violation penalties, is amended to read as follows:
108.4 Violation Penalties: Any person who shall violate a provision of this code or shall fail to comply with any of the requirements thereof or who shall erect, construct, alter or repair a building or structure in violation of any approved plan or directive of the Code Official, or of this Code, shall be guilty of a misdemeanor, punishable by a fine of not more than $500 or by imprisonment not exceeding 90 days, or both such fine and imprisonment. Each day that the violation continues after a due notice has been served shall be deemed a separate offense.
(4) 
Section 108.5, Unlawful continuance, is amended to read as follows:
108.5 Unlawful Continuance: Any person who shall continue any work in or about the structure after having been served with a stop-work order, except such work as that person is directed to perform to remove a violation or unsafe condition, shall be liable to a fine of not less than $100 but not more than $500.
A. 
Journeyman license required. The actual work necessary to install, alter or service any refrigerant containing a component of a refrigerating system covered by the code shall hereafter be done by such persons licensed as refrigeration journeymen by the City of Roseville or by any reciprocal municipality participating in accordance with the provisions of this chapter. The foregoing shall not apply to a helper, apprentice or specialized craftsman if the work is performed in the presence of a licensed refrigeration contractor or journeyman. A person who is licensed as a first-class refrigeration operator by the City of Detroit shall be permitted to service a refrigerating system which he or she is responsible to operate as a full-time employee, and he or she shall not be required to possess a refrigeration journeyman license to service the refrigerating system while thus employed. A refrigeration contractor licensed by the City of Roseville is not required to hold a refrigeration journeyman license to install, alter or service refrigeration equipment covered by the code.
B. 
Application for journeyman license. Application for a refrigeration journeyman license shall be made on blank forms furnished for such purpose by the Department. Applications shall be typewritten or in ink, shall contain such information as may be deemed pertinent in determining the eligibility of the applicant for examination and shall be in affidavit form. Each application submitted shall bear the signatures of two persons who are acquainted with the character and habits of the applicant. Documentary evidence of professed experience shall be submitted at the time application for a journeyman license is made.
C. 
Grades of journeyman licenses. There shall be two grades of refrigeration journeyman licenses, designated as limited and unlimited, the applicable term to be indicated on the face of the license. The holder of the limited refrigeration journeyman license shall install, alter or service only unit or self-contained room air conditioners or domestic boxes not exceeding 1 1/2 horsepower. The holder of the unlimited refrigeration journeyman license may install, alter or service any refrigeration equipment covered by the license of the refrigeration contractor by whom employed.
D. 
Experience required for journeyman licenses. No refrigeration journeyman license shall be issued until the applicant has shown the Department by sworn affidavit that he or she meets one of the following experience requirements:
(1) 
An applicant for an unlimited refrigeration journeyman license shall have at least four years of experience, and an applicant for a limited refrigeration journeyman license shall have at least two years of experience, in the actual installation, alteration or servicing of refrigerating systems; or
(2) 
He shall be a registered professional engineer or shall possess a bachelor of science degree in mechanical, electrical, civil or chemical engineering or shall be a graduate of an approved refrigeration trade school or shall hold a first-class refrigeration operator license, in addition to which he or she shall have at least two years of experience for an unlimited refrigeration journeyman license in the actual installation, alteration or servicing of refrigerating systems.
E. 
Age. Applicants for refrigeration journeyman licenses shall have attained a minimum of 18 years of age.
F. 
Examination required for journeyman licenses. Written examinations for refrigeration journeyman licenses to be issued by the City of Roseville or by any municipality participating in the reciprocal provisions of this chapter specified shall be administered by the Director of Building and Inspections of the City of Roseville or authorized assistants. The enforcing official of the reciprocating municipality for whose applicant the examinations are being conducted may be present at any phase of the administration of the examinations. No license shall be issued to an applicant until he or she has passed the required examination.
G. 
Journeyman examination content. Examinations shall be practical in character and shall relate to those matters which fairly test the ability of the applicant to install, alter or service refrigerating systems in a safe and proper manner. The applicant shall attain a predetermined score in the written examination (as set by the Department) to qualify for a license. Applicants who fail the written examination shall at least 90 days before again applying for examination. The Department shall have the authority in specific cases to make such modification of the waiting period between examinations as will not be contrary to the public interest and so that the spirit of this chapter shall be observed.
H. 
Expiration of journeyman license. Refrigeration journeyman licenses shall expire one year from the date of issue and, unless renewed within 60 days thereafter, shall be considered revoked until the holder thereof has submitted the required application and has been certified by the Department. It shall be unlawful for any person whose license has expired to install, alter or service any refrigerant containing part of any refrigerating system.
