There is hereby created the office of Director of Recreation and Community Services in the Borough of Eatontown. The Director of Recreation and Community Services is hereinafter referred to as "Director" and shall be appointed by a majority vote of the governing body and shall hold office until December 31 of each year of said appointment. Any vacancy in said office shall be filled by the governing body for the unexpired portion of such term.
The Director need not be a resident of the Borough of Eatontown at the time of appointment or at any time thereafter.
The salary of the Director shall be set forth in the Salary Ordinance of the Borough of Eatontown.
The Director shall be responsible directly to the Borough Administrator and shall be responsible for the proper administration of the Department of Recreation and Community Services and the divisions contained therein. As the head of the Department and to that end, he or she shall:
A. 
Direct and coordinate all programs and operations of recreation, the public library, senior services, preschool and child services and those services and departments as directed by the Mayor and Council. The Director shall ensure the compliance by all divisions.
B. 
Prepare and manage capital and annual budgets for all divisions reporting to the Director.
C. 
Meet and consult with the Recreation Advisory Committee[1] on a regular basis. Implement and apply the recommendations of the Recreation Advisory Committee in accordance with Article II of this chapter.

D. 
Carry out the policies of the Borough of Eatontown as they relate to recreation and community services.
E. 
Plan, promote, organize and administer a comprehensive recreation service, including the development of new recreational programs in the Borough of Eatontown.
F. 
Recommend and facilitate the purchase of materials and equipment.
G. 
Provide organization, training and supervision as needed.
H. 
Perform other duties and responsibilities as assigned by the Borough Administrator and/or the Mayor and Council.
