There is hereby created the office of Manager of Buildings and Grounds for the Borough of Eatontown. The Manager of Buildings and Grounds, hereinafter referred to as the "Manager," shall be appointed by a majority vote of the governing body and shall hold office until December 31st of each year of said appointment. Any vacancy in said office shall be filled by the governing body for the unexpired portion of such term. The Manager and his or her office shall be part of the Division of Buildings and Grounds of the Department of Public Works as set forth more fully in pursuant to Chapter 20 of the Code of the Borough of Eatontown.
A. 
The Manager shall be under the direction of the Borough Administrator or his designee, and shall be in charge of and supervise the cleaning and maintenance of the buildings and grounds and the operation of the elevators and related duties for the Borough of Eatontown with regard to the Borough property.
B. 
The Manager shall be responsible for, though not limited to the following duties:
(1) 
Supervise the work involved in cleaning and maintaining the desks, chairs, rugs, lighting fixtures, windows and other furniture and fixtures within all municipal buildings.
(2) 
Supervise sweeping, washing, sanding and waxing of all floors in municipal buildings.
(3) 
Supervise the operation of all elevators in municipal buildings.
(4) 
Supervise the work involved in storing office equipment and supplies.
(5) 
Participate in the preparation of budget estimates for all activities within the Manager's charge.
(6) 
Prepare requisitions for materials and supplies within the Manager's charge.
(7) 
Provide assignments and instruction to assigned employees.
(8) 
Prepare monthly reports on buildings and grounds.
(9) 
Supervise the establishment of records and files for the Borough of Eatontown.
(10) 
Obtain training in the use of electronic and/or manual recording and information systems used by the Borough.
(11) 
Supervise the assignment of space, use of meeting rooms, arrangement of chairs and furniture and the development of recommendations for alterations and security for the Borough buildings and grounds.
A. 
Experience. Any candidate for the position of Manager of Buildings and Grounds shall have at least five years of experience in work involving the inspection and planning of the maintenance of furniture, offices and buildings and/or the reconditioning, care and maintenance of grounds of which at least two years of experience would be in a supervisory capacity.
B. 
Educational requirements. The Manager of Buildings and Grounds shall have a thorough knowledge of problems, procedures and methods used in inspecting, analyzing and planning the cleaning and maintenance of buildings and grounds with a grasp of effective work procedures for providing proper maintenance of buildings and grounds. The applicant should have knowledge of various types of equipment and materials needed for cleaning and maintenance of buildings and grounds, including the ability to requisition equipment and materials, establishing and maintaining records, addressing cleaning and maintenance problems as well as management skills in handling complaints in an appropriate fashion, making periodic inspections and preparing reports and supervising the establishment and maintenance of records and files. Every applicant should have the ability to utilize various types of electronic and/or manual recording and information systems and a basic grasp and ability to read, write, speak and understand and communicate in English sufficiently to perform the duties of the position. All candidates must possess a drivers license valid in New Jersey where operation of a vehicle becomes necessary to perform the essential duties of the position if required by the Borough Administrator or the Mayor and Council.
The Manager of Buildings and Grounds shall be on a part-time basis.
