There is hereby created the position of Information Technology Coordinator (hereinafter referred to as "Coordinator") who shall be appointed by majority vote of the governing body and shall hold office until December 31 of each year of said appointment. Any vacancy in said office shall be filled by the governing body for the unexpired portion of such term.
A. 
The Coordinator shall be under the direction of the Borough Administrator or his or her designee and shall be in charge of supervising and coordinating all word processing and data communication activities to insure efficient and effective installation and use, direct all data processing projects, lead the need analysis, operations analysis and system analysis activities for the operation, implementation and enhancement of facilities and resources and related work activities.

B. 
The Coordinator shall be responsible though not limited to the following duties:
(1) 
Supervise the installation, operation, maintenance and assignment of all Borough data processing facilities and resources; plan and supervise the planning for expansion of all data processing information services.
(2) 
Establish and implement policies for efficient and cost-effective management information systems.
(3) 
Plan, organize and direct studies of existing planned data processing applications in order to determine the capacity, utilization, potential uses and need for existing and/or proposed equipment.
(4) 
Plan for the acquisition of and initiate requests for the hardware and software necessary to satisfy department or agency data processing requirements, including processors, data communications equipment, data-based management systems and various applications technology.
(5) 
Develop and/or supervise the development of data processing/data communications plans, including a specific specification development process, requests for proposal development, responses to bidders' inquiries and proposal evaluations, and the recommendation for appropriate courses of action.
(6) 
Evaluate requests and recommend appropriate action on those requests for computer hardware, software systems, personal services, support services and other items of data processing nature.
(7) 
Supervise the preparation of schedules and outlines for the essential steps to be taken in the installation and/or conversion of data processing systems.
(8) 
Supervise departmental systems and analysis, design and related matters and act as an advisor to management in matters involving data processing equipment and staff.
(9) 
Act as an internal consultant and advisor to the Borough of Eatontown in matters involving data processing and word processing equipment and staff approaches to using computer technology, budgets and expenditures.
(10) 
Initiate and coordinate all departmental plans for data processing, word processing and data communications services.
(11) 
Orient and outline training requirements to staff and/or training consultants for the Borough regarding management information systems.
(12) 
Prepare and supervise the preparation of clear, technically sound, accurate and comprehensive reports of data processing matters containing findings, conclusions and recommendations.
(13) 
Supervise and direct the investigation and solution of problems or potential problem areas.
A. 
Experience.
(1) 
Any candidate for the position of Coordinator shall have at least five years of experience in the analysis and development of management information systems, two of which shall have been with responsibility for the coordination and/or planning and/or implementation of data processing systems.
(2) 
Knowledge and ability required of all applicants and future coordinators shall include but not be limited to the following:
(a) 
Knowledge of data processing, management theory, principles and techniques, including organizational structure, staffing requirements and administrative controls.
(b) 
Knowledge of modern electronic data processing and data communications equipment, and their selection and applicability to the specific applications, including integrated voice and data communications.
(c) 
Knowledge of word processing hardware and software methods for utilizing this tool in the most efficient and cost-effective manner, including other forms of office automation.
(d) 
Ability to acquire knowledge of the municipal budget process and procurement procedures, including a knowledge of appropriate purchasing statutes and the components of hardware and software to insure appropriate approvals for data processing purchases.
(e) 
Ability to develop and coordinate training programs.
(f) 
Ability to give appropriate assignments and instructions to staff and clerical employees and supervise the performance of the work.
(g) 
Ability to analyze existing data processing problems and recommend solutions.
(h) 
Ability to read, write and speak and understand English sufficiently to perform the duties of the position.
B. 
Educational requirements. The Coordinator shall have a thorough knowledge of those items set forth more fully in Subsection A(2)(c). In addition, the Coordinator must be a graduate from an accredited college with a bachelor's degree with a major course of study in information science or related field. Applicants and Coordinators who do not possess the required education may substitute experience on a year-to-year basis.
C. 
Applicants and Coordinators are required to possess a driver's license valid in the State of New Jersey.
The Information Technology Coordinator may be part time or full time in the discretion of the governing body.
