There is hereby established a Public Works Department,
which has the responsibility for care and maintenance of streets,
roads, avenues, public parks, buildings and places, stormwater and
motor vehicles and other similar items related to physical plant and
infrastructure under the jurisdiction of the Township of Harrison.
The Public Works Department shall consist of three divisions to be
known as the "Road Division," "Vehicle Maintenance Division" and "Public
Buildings and Grounds Division."
Within the Public Works Department is established the position
of Municipal Superintendent of Public Works/Head Mechanic, who has
management responsibility for the entire Public Works Department and
shall implement the project and work order for said Department. In
addition, the Municipal Superintendent of Public Works/Head Mechanic
shall be responsible to manage and perform the repair, maintenance
and servicing of the Township's motor vehicles, construction
equipment and all other machinery and tools within the Public Works
Department.
The duties and responsibilities of the Municipal Superintendent
of Public Works/Head Mechanic shall include the following:
A. Maintain
and repair all Township streets, bridges, culverts and drains.
B. Treat
road surfaces and resurface streets and roads.
C. Maintain
all Township streets in a clean and safe condition, free of obstructions
or hazards and remove snow and ice therefrom as required.
D. Install,
repair and maintain street traffic signs, lines and markers and check
for streetlight outage.
E. Operate,
maintain and repair Township-owned buildings, properties, and parks
and provide custodial and janitorial service as required.
F. Maintain
and repair playing fields in public parks in the Township.
G. Maintain,
service and repair Township-owned fleet and inventory of vehicles,
construction equipment, tools and machines within the Township's
Public Works Department utilized for the maintenance and/or repair
of the Township's public property.
H. Supervise
and maintain inventory of parts, supplies, material and tools necessary
to maintain and/or repair the Township's vehicle and equipment
fleets in a timely manner.
I. Perform
other duties of miscellaneous public works nature as may be assigned
by Township Committee from time to time.
Pursuant to N.J.S.A. 40A:9-154.5 and 40A:9-154.6, the position
of Municipal Superintendent of Public Works/Head Mechanic is hereby
granted tenure. Pursuant to the definition of "Municipal Superintendent
of Public Works" provided in N.J.S.A. 40A:9-154.5, a person holding
office, position or employment as the full-time Municipal Superintendent
of Public Works who has held the office, position or employment continuously
for five years or more shall continue to hold the office, position
or employment, notwithstanding he is serving for a fixed term, during
good behavior and efficiency and shall not be removed therefrom for
political or other reasons except for good cause, upon written charges
filed with the Municipal Clerk and after a public, fair and impartial
hearing.
