The provisions of this chapter shall be administered by the Zoning Officer.
The duties of the Zoning Officer shall be:
A. 
To examine all applications for permits;
B. 
To issue permits only for construction and uses which are in accordance with the regulations of this chapter and its amendments;
C. 
To record and file all applications for permits and accompanying plans and documents and keep them for public record;
D. 
To issue permits for uses by special exception only after such uses and buildings were approved by the Combined Planning Board in accordance with the regulations of this chapter;

E. 
To record all nonconforming uses, buildings and lots of which he has knowledge;
F. 
Upon the request of the Planning Commission or the Combined Planning Board, to present to such body facts, records and any similar information on specific requests to assist such body in reaching its decision; and

G. 
Keep this chapter, its amendments and the Zoning Map up to date and in the office of the Township Secretary.
If the Zoning Officer shall find that any of the provisions of this chapter are being violated, he shall notify in writing the person responsible for such violation, indicating the nature of the violation and ordering the action necessary to correct it. He shall order discontinuance of any illegal work in progress.

The provisions of this chapter and any action by a municipal agency in furtherance of the provisions of this chapter, including but not limited to the actions of the Combined Planning Board of the Township, shall be enforced by the Zoning Officer of the Township. No permit of any kind as provided in this chapter shall be granted by them for any purpose except in compliance with the provision of this chapter, or a decision of the Combined Planning Board or the courts. Any enforcement officer may prosecute a violation of any subsection of this chapter in the Municipal Court of Harrison Township. In addition to the fines imposed by the court, the building permit or certificate of occupancy, whichever the case may be, may be revoked by the Township Committee upon application by the enforcement officer.
Whenever a violation of this chapter occurs, or is alleged to have occurred, any person may file a written complaint. Such complaint stating fully the causes and basis thereof shall be filed with the Zoning Officer. He shall record properly such complaint, immediately investigate and take action thereon as provided by this chapter.

Any person who or any partnership or corporation which shall violate the provisions of this chapter shall, upon conviction thereof, be subject to a fine of not more than $1,250, imprisonment for a term not exceeding 90 days or a period of community service not exceeding 90 days. Each day that a violation is continued shall constitute a separate offense.
In case any building, structure or land is, or is proposed to be, erected, constructed, altered or used in violation of any provision of this chapter, the Township Committee or, with the approval of the Township Committee, the Zoning Officer may, in addition to other remedies, institute in the name of the Township any appropriate action or proceeding to prevent, restrain, correct or abate such erection, construction, alteration or use, or to prevent, in or about such premises, any act, conduct, business or use constituting a violation.
