Government records of the Township shall be
open for inspection and copying by members of the public as provided
by the Open Public Records Act (N.J.S.A. 47:1A-1 et seq.) (also referred
to as "OPRA"); unless the record is exempt from public access pursuant
to OPRA. Inspection and copying shall be permitted during the Township's
regular business hours and without interference to the conduct of
the affairs of the office or other place where such records are kept
or maintained.
The Township Clerk, as custodian of government
records for documents, may, in accordance with N.J.S.A. 47:1A-1 et
seq. appoint a deputy custodian of government records for documents
pertaining to Police Department matters.
Requests to inspect or obtain copies of government
records from the Township shall be made in writing on the official
form adopted and made available by the Clerk for purposes of such
requests. Such requests shall be furnished to the Township Clerk using
the official form. Any officer or employee of the Township who receives
a request for access to a government record shall forward the request
to the Township Clerk or direct the requestor to the Township Clerk.
In accordance with OPRA, whenever the nature,
format, manner of collation, or volume of a government record embodied
in the form of printed matter to be inspected, examined, or copied
pursuant to this section is such that the record cannot be reproduced
by ordinary document copying equipment in ordinary business size or
involves an extraordinary expenditure of time and effort to accommodate
the request, the Township may charge, in addition to the actual cost
of duplicating the record, a special service charge that shall be
reasonable and shall be based upon the actual direct cost of providing
the copy or copies.
The following fees shall be charged for copies
of government documents:
A. Firearms:
(1) Purchase permits: $2 each.
(2) Identification cards: $5.
(3) Carry permits: $20. plus $20 for two fingerprint cards
relative only to the application for a firearms carry permit.
B. Police reports:
(1) In person:
(a)
One to 10 pages: $0.75 per page.
(b)
Eleven to 20 pages: $0.50 per page.
(c)
Twenty-one pages and over: $0.25 per page.
(2) By mail: $5, plus $1 per page over three pages.
C. Fingerprint cards: $10 per card.
D. Good conduct letters: $10 per letter.
E. Photographs:
(1) Eight-by-ten-inch black and white: $10.
(2) Eight-by-ten-inch color: $20.
(3) Four-by-six-inch color: $5.
F. Communication tape search: $25.
G. Copy of communication tape: $20.
I. Official searches for municipal liens and outstanding
certificates of tax sales, for improvements authorized but not assessed,
for certificates as to approval of subdivisions or for flood area
certificates:
(1) For each certificate: $10.
(2) Continuation of an official search for municipal liens,
for improvements authorized but not assessed or for approval of subdivision
within three years from date of the original search: $2 per calendar
year.
J. Duplicate tax bill: $1 each.
K. Duplicate
tax title certificate: $100.

L. Calculations for redemption of tax sale certificate
and tax lien amounts.

(1) Up to two calculations requested by a party entitled
to redeem certificate made within each calendar year: no cost.
(2) Each additional calculation requested by a party entitled
to redeem certificate made within each calendar year: $50.
(3) Calculation requested by a lienholder for redemption of the tax lien:
$50.
Where the document in question is more than
100 pages in length, the Clerk may permit the person requesting copies
to use his or her own copying machine, provided that there is no risk
of damage to or mutilation of the documents, the copying takes place
under the supervision of the Clerk or his or her designee, and it
would not unduly interfere with the business of the Township. Such
determination shall be completely within the discretion of the Clerk.
Immediate access ordinarily shall be granted
to budgets, bills, vouchers, contracts, including collective bargaining
agreements and individual employment contracts, and public employee
salary and overtime information.

Effective July 1, 2011, the fee for birth, marriage
and death transcripts is established at $20 per transcript.
The Registrar of Vital Statistics shall collect
the fees established herein on behalf of the Board of Health.
