As used in this chapter, the following terms shall have the meanings indicated:
CAMPSITES or TRAILER CAMPS
Any lot or plot of ground used for the temporary or permanent storage, parking or location of one or more trailers for a period of more than six hours, and which places are used as a business operated for profit.
TRAILER
Any vehicle used or constructed to be used as a conveyance upon public streets, whether self-propelled or otherwise, and so designed as to permit the occupancy thereof as a dwelling or sleeping place; and non-self-propelled vehicles of any kind or character or intended to be moved under fuel power. This shall also include vehicles known as "recreational vehicles," "rec-vees," "motor homes," "caravans" or "trailers."

A. 
No person shall conduct or carry on the business of the operation of a trailer camp or campsite, or work in, occupy or directly or indirectly in any manner whatsoever utilize any place or premises in which is conducted or carried on a trailer camp or campsite, unless and until there shall be granted, in accordance with the terms of this section, and shall be in force and effect, a license to conduct such trailer camp or campsite for the place and premises in or at which the same shall be conducted and carried on. Nor shall any person park, keep, house or maintain any trailer within the limits of this Township, except for the purpose of repair or storage, for a period of not more than six hours, unless licensed so to do as hereinafter provided.
B. 
This section shall not prohibit the housing or storage of any trailer upon the premises of the owner of such trailer if the trailer is not used for living or sleeping accommodations.
A. 
Application for a trailer camp or campsite shall be made, in writing, to the Township Clerk and shall set forth:
(1) 
The full name and address of the applicant.
(2) 
The particular kind or character of business to be carried on or conducted, or vehicles parked.
(3) 
The location or part of the premises in or at which the same is to be carried on.
(4) 
The total area of the ground space and a diagram of the same.
(5) 
A diagram of the premises in question showing the location thereof in the Township, the total area of the ground space of the premises and the area occupied by each vehicle on the premises.
(6) 
The diagram shall contain a number assigned to each space occupied by each vehicle so that each such area may be particularly identified.
(7) 
The type of each vehicle occupying each such area, and whether such area or vehicle is rented or parked.
(8) 
Whether or not an adequate water supply is available.
(9) 
The method adopted for the disposal of sewage, garbage, waste or other offensive matter.
(10) 
Such other information as may from time to time be required by the Township Council.
B. 
The application shall also be accompanied with a deposit to cover the license fee for the current year, in the amount hereinafter provided, which license fee as to the first license granted for any such place shall be proportionately prorated for the remainder of the year.
A. 
Upon receipt of the application, the Township Clerk shall present the same to the Township Council, which shall make an inspection and examination of the premises and determine the suitability of the premises for use as a trailer camp or campsite and whether or not such premises might be so used without hazard to the health, morals or general welfare. Upon authorization by the Township Council, the Township Clerk shall issue the license.
B. 
Should the license be granted, the premises and any building or trailer situated thereon shall be at all times subject to examination and inspection, by day or night, as may be appropriate and reasonable, by proper officers and agents of the Township Council, Police, Fire Department and Board of Health. Should any condition be found to exist in or upon the premises subsequent to the granting of the license which, in the opinion of the Township Council, might create a hazard, risk or be detrimental to private or public health, morals or general welfare, the same shall forthwith be remedied and corrected by the owner, applicant or licensee, upon notice, in accordance with the provisions of Chapter 1, Article II, of this Code.
A. 
In addition to and following the application for the license hereinabove stated, no person shall conduct or carry on the business of the operation of a trailer camp or campsite, or work in, occupy or directly or indirectly in any manner whatsoever utilize any place or premises in which is conducted or carried on a trailer camp or campsite unless there shall be filed with the Township Clerk by such person responsible for making such application a monthly statement or report stating for each week in each month preceding the filing of such statement or report:
(1) 
The name and address of the person filing such statement or report.
(2) 
The particular kind or character of the business carried on or conducted, or vehicles parked.
(3) 
Any changes in any of the items required to be disclosed and stated in the original application for the license hereinabove mentioned or in the application for the annual renewal thereof.
B. 
The monthly report shall include any and all changes in information contained in the application.
A. 
There shall be charged and collected for the license an annual fee as set forth in Chapter 80, Fees, together with a trailer license fee for each trailer parked, per calendar week, or part thereof, as set forth in Chapter 80, Fees.
B. 
The weekly license fee shall not apply to trailers which are stored, parked or located in an area in the Township known and designated as a "summer cottage lake development."
The term for such license shall extend from May 1 each year to April 30 of the following year.
Applications for annual renewal of license shall be made by the holders of such licenses at least 30 days prior to the expiration of each such license and shall contain the same information as required for the original application for such license.
The holder of the trailer camp or campsite license shall be responsible for securing a trailer parking license for each trailer parked in the campsite for a period in excess of six hours, for the payment of the fee imposed for the issuance of such license as provided for in § 250-6, and the penalties provided by this section upon failure to procure such license.
A. 
Each licensee shall maintain a weekly camp register which shall set forth the license and serial number of the trailer; the serial number, type and license number of each automobile; the date of arrival; whether still at the camp, and if not, the date of departure; and the age, name and permanent address of the owner of each trailer and automobile and of each occupant thereof.
B. 
Each licensee required to file a monthly statement or report shall file with such monthly statement or report a copy of such camp register for each of the weeks covered by such monthly statement or report. The weekly camp registers and the monthly statements or reports shall be filed with the Township Clerk, and at the time of the filing thereof any and all sums for license fees which may be due to the Township, as herein provided, shall be paid to the Township Clerk at the time of such filing.
It shall be unlawful for any person owning or operating a trailer located in a trailer camp or campsite or on the premises of the owner of the trailer or on leased ground to remove or cause to have removed the wheels or any similar devices from such trailer, or to otherwise permanently fix it to the ground in a manner that would prevent the ready removal of such trailer, without first obtaining a permit to do so from the Building Inspector. Any alteration to any trailer as above set forth shall be construed as removing it from the requirements of this chapter and converting it into a dwelling, and it shall thereupon be subject to the requirements of the Uniform Construction Code.
A. 
Every trailer camp or campsite shall be equipped with an adequate supply of pure drinking water.
B. 
There shall be provided sanitary accommodations as follows: for every 25 trailers, or fraction thereof, one women's toilet and one men's toilet, and one slop sink in each, all properly connected with adequate cesspools or septic tanks.
C. 
There shall be provided in every trailer camp or campsite such number of tight receptacles with close-fitting metal covers for garbage or refuse, ashes and rubbish as may be deemed necessary by the Board of Health, and such garbage receptacles shall be at all times in a clean and sanitary condition.
D. 
It shall be unlawful to permit any wastewater or material from sinks, baths, showers or other plumbing fixtures in camps or trailers to be deposited upon the surface of the ground, and all such fixtures, when in use, must be connected to the camp disposal system, or the drainage therefrom must be disposed of in a manner satisfactory to the Board of Health.
E. 
Every trailer camp or campsite shall be provided with means of lighting the same at night, and all public water closets and bath units shall be provided with sufficient lighting facilities which shall be kept lighted during the time from 1/2 hour after sunset until 1/2 hour before sunrise.
F. 
Every campground or campsite hereafter established shall provide a minimum of 1,200 square feet of space per trailer. Trailers shall be arranged in rows abutting or facing on a driveway or clear unoccupied space not less than 20 feet in width, which space shall have unobstructed access to a public street or highway.
G. 
Every campground or campsite hereafter established shall be located on a well-drained area, and the premises of every such campsite or campground shall be properly graded and surfaced so as to prevent the accumulation of storm or casual water.
H. 
No trailers or mobile homes, except for occasional temporary winter occupancy, shall be permitted to occupy space in or be occupied by any person or persons in a summer cottage lake development except during the period from May 1 to October 1 in each year.
I. 
No person shall permit any licensed premises to be used for immoral purposes, or suffer the violation thereon or therein of any penal law or of any ordinance of the Township.
J. 
Such licensed premises shall at all times comply with all proper police and fire regulations imposed by Township ordinances.
K. 
At no time shall dogs be permitted to run at large in any campsite or trailer campgrounds.
Any person who shall violate any terms or provisions of this section, in addition to the penalties set forth in Chapter 1, General Provisions, Article I, of this Code, shall be subject to license suspension or revocation, in accordance with the procedures set forth in Chapter 1, General Provisions, Article II.
