As used in this chapter, the following term shall have the meaning indicated:
MOTOR-DRIVEN VEHICLE
Shall include, but not be expressly limited to, minibikes, motor
scooters and any other motor-driven vehicle designed primarily for the carrying
of a passenger or passengers not capable of being licensed or registered under
N.J.S.A. 39-1 et seq., as amended. Vehicles which are expressly exempt from
registration under N.J.S.A. 39-1 et seq. shall also be excepted from regulation
under this chapter.
No person shall operate or permit or suffer to be operated or to own
any motor-driven vehicle as defined herein within the Township under the following
circumstances:
A. Private grounds. On private property of another without
the express prior, ongoing consent of the owner and/or the occupant of the
property, which consent shall be in writing, dated and be in the possession
of the operator while operating such vehicle.
B. Public grounds. On any public grounds or property.
C. Noise. In such a manner as to create unnecessary or unusually
loud noises which disturb or interfere with generally prevailing community
standards concerning the right of the public to peace and quiet. No person
shall operate a motor-driven vehicle before the hour of 9:00 a.m. or after
sunset.
D. Operation of vehicle. In a careless, reckless or negligent
manner so as to endanger or be likely to endanger the safety or property of
any person.
E. Registration. Without first having registered the vehicle
with the Police Department in conformity with other provisions of this chapter.
The Police Department shall collect at the time of issuance of the identification tag a fee, as set forth in Chapter
80, Fees, to defray the cost of administering the provisions of this chapter.
The registration of a motor-driven vehicle under the provisions of this
chapter and issuance of an identification tag for such vehicle shall in no
way be deemed a warranty concerning the safeness of the vehicle in question.
and the Township Council specifically indicates that it will assume no responsibility
for any injury or damage which may occur or result by reason of the registration
or issuance of an identification tag required under this chapter. The sole
purpose of the registration and issuance of identification tags shall be for
identification purposes only.

Any person who is within jurisdiction of the Township who has in his/her
possession or under his/her control an unregistered, uninspected or uninsured
motor-driven vehicle shall be deemed to be in violation of the provisions
of this chapter.
Violations of the provisions of this article shall be punishable as provided in Chapter
1, General Provisions, Article
I.
