In order to facilitate the location of buildings along the various roads
and highways by fire, police and other emergency services, the Town Board
does hereby deem the enumeration of all buildings to be of major importance
for all of the Town of Cortlandt. In order to effectuate the efficient and
accurate enumeration of buildings, the Town Board hereby enacts this chapter.
All buildings in the Town of Cortlandt existing and those hereafter
constructed will have displayed either upon said building or at the driveway
entrance thereto a number uniquely identifying said structure's location on
any given road or highway.

The Assessor of the town shall, within nine (9) months of the effective
date of this chapter, notify all property owners of the numbers assigned to
any structure already existing. The Assessor will assign a number to any new
building after the issuance of a building permit and prior to the issuance
of a certificate of occupancy. Any new certificate of occupancy issued after
the effective date of this chapter shall have written upon its face the building
number and street name upon which it is located.
The Director of Code Enforcement of the town shall, within thirty (30)
days after the effective date of this chapter, file with the Town Clerk rules
setting forth the size that the house number must be and the location thereof
on all buildings. In any circumstances of an unusual nature where a variance
from the promulgated location is necessary, the Director of Code Enforcement
will determine the location of the numbers. The Director's determination may
be appealed to the Town Board.
The Assessor shall provide to all fire districts and ambulance corps
and police agencies servicing the town with a set of tax maps showing all
street names and the numbers of all structures thereon.
All existing structures in the town to which numbers are assigned by the Assessor shall be required to display the assigned number in the manner required by §
139-4 hereof within six (6) months of the assignment of a number by the Assessor. Any structures for which a certificate of occupancy is issued after the effective date of this chapter will be required to be in accordance with the provisions hereof within thirty (30) days of the date upon which the certificate of occupancy is issued.
The Department of Code Enforcement is hereby declared to be responsible
for the enforcement of this chapter. The Department will cause all property
owners to be in compliance.
