For the purposes of this chapter, unless it is plainly
evident from the context that a different meaning is intended, certain
terms used herein are defined as follows:
APPROVED
Approval by the Engineer, Building Inspector and Sewer Inspector
as the result of investigation and tests conducted by them, or by
reason of accepted principles or tests by national authorities or
technical or scientific organizations.
BOILER BLOWOFF
The condensed steam or hot water from a boiler when blown
off to remove scale and slime or blown down from cleaning and repair.
BUILDING INSPECTOR
The Building Inspector of the Town of Cortlandt or his authorized
representative or inspector.
CESSPOOL or DRY WELL
An excavation in the ground which receives the discharge
of a house connection sewer.
CHIMNEY
A vertical section of a house connection sewer extending
from a vertical T or Y in the main sewer or from a long radius one-fourth
bend set vertically in the house connection sewer at the property
line and in either case suitably reinforced with concrete.
DOMESTIC SEWAGE
Sewage derived solely from residences, business buildings
or institutions.
ENGINEER
The Engineer of the Town of Cortlandt or his authorized representative
or inspector.
EFFLUENT
Partially or completely treated sewage flowing out of any
sewage treatment device.
HOUSE CONNECTION SEWER
That part of the horizontal piping beginning twenty-four
(24) inches from the exterior wall of the building or structure and
extending to its connection with the public sewer or cesspool, or
septic tank or sewage treatment plant, through which is discharged
domestic or industrial liquid waste.
INDUSTRIAL LIQUID WASTE
Any waterborne waste from a manufacturing process or industry,
except domestic sewage and uncontaminated cooling water.
INSPECTOR
The authorized inspector, deputy, agent or representative
of the Town of Cortlandt.
INTERCEPTOR
A device for retaining sand, silt, grit, mineral material,
petroleum solvent, grease or oil by gravity-differential separation
from waste effluent and of a design and capacity approved by the town.
LOT
Any piece or parcel of land bounded, defined or shown upon
a plat or deed recorded in the Division of Land Records, office of
the County Clerk of Westchester County, New York, which conforms to
the boundaries of such lot as shown upon such recorded map, plat or
deed; provided, however, that in the event any building or structure
covers more area than a lot herein defined, the term "lot" shall include
all such pieces or parcels of land upon which said building or structure
is wholly or partly located.
MAIN SEWER
Any sewer in which changes of alignment and grade occur only
at manholes that provide access for cleaning and inspection.
ORDINANCE
Any ordinance of the Town of Cortlandt.
PERSON
Any individual, firm, copartnership, joint adventure, association,
social club, fraternal organization, corporation, estate, trust, business
trust, receiver, syndicate, municipality, district or other political
subdivisions, or any other group or combination acting as a unit,
and the plural as well as the singular number.
PUBLIC SEWER
The main sewer or trunk sewer constructed in a street, highway,
alley, place or right-of-way dedicated to public use. The term "public
sewer" does not include a house connection sewer.
RUNNING TRAP
A depressed section of the house connection sewer constructed
of fittings so as to create a water seal to prevent the passage of
gas from the public sewer.
SECTION
A section of this chapter, unless some other ordinance or
statute is mentioned.
SEPTIC TANK
A structure for treating sewage before disposal in a cesspool,
seepage hole or leaching system.
SEWAGE
The waterborne wastes from dwellings, kitchens, restaurants,
institutions, stables, dairies, business buildings and other similar
structures, but excluding any stormwater, rainwater, surface water,
groundwater, roof or yard drainage.
SEWAGE TREATMENT PLANT
Any works or device for treating sewage, except any septic
tank, settling tank or cesspool designed to dispose of domestic sewage
from one (1) lot.
SPECIFICATIONS
Specifications for the construction of street improvements,
including storm drains, sanitary sewers and appurtenances, in the
Town of Cortlandt.
T
A fitting for a branch, on which the spur joins the barrel
of the pipe at an angle of approximately ninety degrees (90º).
TRUNK SEWER
A sewer in a trunk sewer system under the jurisdiction of
the Town of Cortlandt or public entity other than the Town of Cortlandt.
Y
A fitting for a branch, on which the spur joins the barrel
or the pipe at an angle of approximately forty-five degrees (45º).
