A. 
The words and phrases used in this chapter shall, for the purposes of this chapter, have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York.
B. 
The following words and phrases, which are not defined by Article 1 of the Vehicle and Traffic Law of the State of New York, shall have the meanings respectively ascribed to them in this section for the purposes of this chapter:
COMMERCIAL VEHICLE
A truck, bus, school bus, omnibus or any other vehicle used for commercial purposes where such other vehicle bears exterior identification or indication of commercial use. Examples of identification or indication of commercial use include but are not limited to commercial license plates or any sign or placard indicating the name, address, telephone number or nature of the commercial enterprise that is visible on either the front, rear, roof, bed or either side of the vehicle and/or any ladder, rope, cable, plow, tool, machinery, equipment, container or other items utilized in the commercial enterprise and affixed to the front, rear, roof, bed or either side of the vehicle.
CURBLINE
The prolongation of the lateral line of a curb or, in the absence of a curb, the lateral boundary line of the roadway.
ELECTRIC VEHICLE
Any vehicle that operates, either partially or exclusively, on electrical energy from an off-board source that is stored on board for motive purpose.

ELECTRIC VEHICLE CHARGING STATION
A public parking space (or spaces) that is/are served by battery-charging station equipment that has as its primary purpose the transfer of electric energy (by conductive or inductive means) to a battery or other energy storage device in an electric vehicle, and that is publicly owned and publicly available (e.g., publicly owned parking lot, on-street parking).

ELECTRIC VEHICLE PARKING SPACES
Any marked parking spaces that identify the use to be exclusively for the parking of an electric vehicle.

HOLIDAYS
All holidays as designated by the Village Manager.
NONELECTRIC VEHICLE
Any motor vehicle that does not meet the definition of "electric vehicle."

OFFICIAL TIME STANDARD
Whenever certain hours are named herein or on traffic control devices, they shall mean the time standard which is in current use in this state.
The Village Manager or his designee shall install and maintain traffic control devices when and as required under the provisions of this chapter, to make effective the provisions of this chapter, and may install and maintain such additional traffic control devices as he may deem necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law of the State of New York, subject to the provisions of §§ 1682 and 1684 of that law.
A. 
For the purpose of maintaining an accurate record of all regulations adopted under the provisions of this chapter, there is hereby established a system of schedules, appearing as Article VIII of this chapter, in which shall be entered all regulations after adoption. Such schedules shall be deemed a part of the section to which they refer. All regulations shall be adopted with reference to the appropriate schedule as indicated in the various sections of this chapter.
B. 
Regulations shall be adopted by the Board of Trustees in accordance with provisions of the Village Law and the Vehicle and Traffic Law or by an officer or agency authorized by the Board of Trustees to adopt regulations pursuant to § 1603 of the Vehicle and Traffic Law. Pursuant to §§ 1603 and 1640 of the Vehicle and Traffic Law of the State of New York and Chapter 72, Traffic Commission, of the Code of the Village of Mamaroneck, unless otherwise provided in Chapter 72, there is hereby delegated to the Board of Traffic Commissioners of the Village of Mamaroneck the power to adopt reasonable regulations for the control of vehicle traffic and the parking, standing and stopping of vehicles upon the highways and streets within the Village of Mamaroneck, subject to the approval, by resolution, of the Board of Trustees of the Village of Mamaroneck.
There is hereby delegated to the Village Manager the power and authority to prohibit stopping, standing or parking of vehicles on one or both sides of public streets or parts of public streets for periods not in excess of 48 hours during a snowstorm, flood, fire, leaf removal, road repairs or other similar emergencies or operations. Whenever the authority hereby delegated to the Village Manager is exercised by him, he shall post, in conspicuous places, signs prohibiting such stopping, standing or parking of vehicles. Any person stopping, standing or parking a vehicle in any such prohibited area, after the posting of such signs, shall be deemed to be in violation of this chapter. In addition to the authority hereby granted, the Village Manager may also erect barriers or barricades in the area in which the stopping, standing or parking of vehicles is prohibited. In the absence of the Village Manager, the Chief of Police is authorized to act in his stead under this section.
