The Village Manager or his designee shall install
and maintain traffic control devices when and as required under the
provisions of this chapter, to make effective the provisions of this
chapter, and may install and maintain such additional traffic control
devices as he may deem necessary to regulate, warn or guide traffic
under the Vehicle and Traffic Law of the State of New York, subject
to the provisions of §§ 1682 and 1684 of that law.
There is hereby delegated to the Village Manager
the power and authority to prohibit stopping, standing or parking
of vehicles on one or both sides of public streets or parts of public
streets for periods not in excess of 48 hours during a snowstorm,
flood, fire, leaf removal, road repairs or other similar emergencies
or operations. Whenever the authority hereby delegated to the Village
Manager is exercised by him, he shall post, in conspicuous places,
signs prohibiting such stopping, standing or parking of vehicles.
Any person stopping, standing or parking a vehicle in any such prohibited
area, after the posting of such signs, shall be deemed to be in violation
of this chapter. In addition to the authority hereby granted, the
Village Manager may also erect barriers or barricades in the area
in which the stopping, standing or parking of vehicles is prohibited.
In the absence of the Village Manager, the Chief of Police is authorized
to act in his stead under this section.
