A. 
Persons appointed to serve on boards, commissions, councils and committees of the Village of Mamaroneck shall serve for no more than two consecutive terms. For a member filling a partial term of less than one and a half years, this time period does not count towards the two terms.
B. 
Persons desiring to serve on a board, commission, council or committee after they have served for two consecutive terms must wait no less than one year, or the time frame between two organizational meetings of the Board of Trustees, whichever is less, after expiration of the second consecutive term before being eligible to serve as a member of that board, commission, council or committee again.
C. 
For the purpose of this section, the following terms shall have the meanings indicated:
TERM
Any appointment of one and a half years or more.

The Chair of each board, commission, council and committee of the Village of Mamaroneck shall report to the Village Manager whenever any member of the board, commission, council or committee fails to attend three meetings in the prior 12 months or three consecutive meetings. If the Village Manager concludes, after consulting with the Chair and the member who has been absent, that it is unlikely that the member's attendance will improve, the Village Manager shall remove the member from office. The Village Manager shall report any such removal to the Board of Trustees at its next meeting.

The Village of Mamaroneck acknowledges the requirement of state law that no person shall be eligible for appointment as Village Clerk or Village Treasurer who is not a Village resident, and it further acknowledges that the Board of Trustees of the Village of Mamaroneck is authorized under § 10(1)(ii)(a)(1) of the Municipal Home Rule Law to expand such residency requirements to allow residents of the County of Westchester or an abutting county to be eligible for said offices. Accordingly, and in an effort to ensure that the most qualified person may be appointed as Village Clerk or Village Treasurer, the Board of Trustees of the Village of Mamaroneck hereby provides that the Village Clerk or Village Treasurer may reside anywhere within the County of Westchester or an abutting county.

The Village of Mamaroneck hereby waives the requirement that an employee in the title of Assistant Court Clerk must be a resident of the Village of Mamaroneck and allows that such employee(s) may reside anywhere within the County of Westchester or an abutting county within the State of New York.
