The purpose of this chapter is to require the
numbering of all houses or other buildings within the Township to
facilitate, promote, and accelerate transportation, communication,
and the supply of municipal services, including fire, police, and
ambulance services, and to otherwise promote the public safety and
general welfare of the residents of North Codorus Township. This chapter
shall be known and may be cited as the "North Codorus Township Building
Numbering Ordinance."
The Board of Supervisors of North Codorus Township
has developed a plan and system for the numbering of houses and principal
buildings and tracts of land in North Codorus Township from which
a building number listing has been and will be established. The building
number listing shall be maintained and updated by the Township Secretary,
who shall from time to time as is appropriate present updates thereof
to the Supervisors of the Township for approval and adoption by official
action.
Certain roads in the Township are being named
or renamed. An annotated map of the Township, indicating street and
road names, shall be kept and maintained by the Township. Such map
is hereby authorized to be approved by resolution of the Board of
Supervisors, and road and street names may be added or amended thereafter,
as necessary (including subdivision and future developments), by resolution.
The words and phrases set forth below shall,
as used in this chapter, have the following meanings unless the context
clearly indicates a different meaning, to wit:
All principal structures, such as, but not limited to, single-
and multiple-family dwellings, offices, places of business, public
service facilities, commercial, industrial and charitable establishments,
churches, schools, governmental and other institutions, but shall
not include accessory buildings on the same lot that are occupied
by the same person or entity as the principal building on such lot.
A location that is visible to the traveling public from the
road or street on which a building is located.
Any individual or individuals, partnership, association,
firm, company, corporation or other legal entity, including the partners,
officers and directors thereof.
The primary purpose or function to which a parcel or tract
of land is put.
Any street, avenue, boulevard, road, highway, freeway, parkway,
lane, alley and any other ways used or intended to be used by vehicular
traffic or pedestrians whether public or private.
North Codorus Township, York County, Pennsylvania, its Board
of Supervisors, and designated agents, representative and employees.
The Township shall assign numbers to all buildings in the Township in accordance with said system and plan. Upon the assignment by the Township of a number to a given building, the Township shall mail written notice thereof to the owner or occupant of such building. Within 90 days following the mailing of such notice, it shall be the duty and obligation of each person who owns or occupies the same to display such number in a conspicuous location in accordance with § 76-6 of this chapter.

If the building to be numbered is located more than
75 feet from the paved cartway of the road on which it fronts or to
which it has access, the owner or occupant shall place the numbers
on either side of the driveway or entrance, as well as on the principal
structure. The numbers shall be of durable, light-reflecting material
and at least three inches in height. The color of the numbers shall
be in contrast with the immediate background and shall be so placed
as to be in full view from both directions of travel on the street
upon which the driveway or entrance is located. When numbers are posted
at the entrance of a property, the numbers must be placed a minimum
of three feet above the surface of the ground and shall be situated
five to ten feet off of the paved cartway.

If the building to be numbered is located within 75
feet of paved cartway of the road on which it fronts or to which it
has access, the owner or occupant shall place the numbers on the principal
structure. The numbers shall be of durable, light-reflecting material
and at least three inches in height. The color of the numbers shall
be in contrast with the immediate background, and shall be so placed
as to be in full view from both directions of travel on the street
upon which the building is located.

If assigned numbers are placed on the building located on a property or on either side of the driveway or entrance servicing same, such numbers shall also be affixed to the front of the mailbox serving the parcel or tract of land. Numbers placed on the front of the mailbox under this Subsection C shall be from two inches to three inches in height.

In the event an owner or occupant of a property has
an objection to locating a number as required above, such owner may
apply to the Township, through its Board of Supervisors, for a waiver
of the above requirements; provided, however, that in order to secure
such a waiver, the applicant must provide the Township with a reasonable
alternative to the requirement.

All old numbers shall be removed from any house, building,
or other structure and from mailboxes upon the assignment by the Township
of a new number for the building regarding the same.
F.Â
The Board of Supervisors is hereby authorized to require
the numbering or renumbering of any house, building, or other structure
in accordance with this chapter.
All buildings erected after the adoption of
the chapter shall be assigned a number pursuant to the said building
numbering system at the time of the issuance of a building permit.
No person shall alter, deface, cover, obstruct
or remove any number placed on any property in accordance with this
chapter; provided, however, that an owner or occupant may repair or
replace a number or take such other action so as to bring the same
into compliance herewith. Any number which is defaced or otherwise
destroyed or removed shall be replaced within 30 days following such
destruction or removal.
In the event any person violates the provisions
of this chapter, the Township shall mail, by certified mail, a written
notice of such violation to the last known address of such person.
If such certified mail notice is not received by such person, then
such written notice may thereupon be mailed by regular mail, and posted
upon the premises. Any person who remains in violation of this chapter
as stated in said written notice after 20 days following receipt of
the said certified mail notice or of the posting of said notice shall,
upon conviction in a summary proceeding brought before a District
Justice under the Pennsylvania Rules of Criminal Procedure, be guilty
of a summary offense and shall be punishable by a fine of not more
than $1,000, plus costs of prosecution. In default of payment thereof,
the defendant may be sentenced to imprisonment for a term not exceeding
90 days. Only one notice need be given for a particular violation,
and if such violation continues after the expiration of said twenty-day
period, then each day of such violation thereafter shall constitute
a separate violation of this chapter which may be prosecuted hereunder
without the need of further notice, and each section of this chapter
that is violated shall also constitute a separate offense.
