Approval required. For the purposes of this chapter, the terms "manufactured
home" and "mobile home" shall have the same meaning. It shall be unlawful
for any person to construct, alter or extend any manufactured home
park within the limits of the Township until plans have been approved
by the Township in accordance with the provisions of this chapter.
A manufactured home park shall meet all of the same submittal, procedural, improvement, design, construction, administrative, financial security and other requirements of this chapter that apply to a site-built development of single-family detached dwellings, except for provisions that specifically differ under this Article VIII.
All manufactured home park approvals under this chapter shall
be subject to compliance with all related provisions of the Township
Zoning Ordinance, including, but not limited to, application, permits,
and fee requirements set forth therein.
Street system. All streets within manufactured home parks, whether or not offered for public dedication, shall conform to the standards established in §§ 165-37 and 165-38 of this chapter.
Streetlights. Streets, access drives, and walkways shall be lighted
at night with a minimum illumination of at least 0.2 footcandles.
Lighting fixtures shall be so spaced and so equipped as to provide
adequate levels of illumination throughout the manufactured home park
for the safe movement of vehicles and pedestrians. Lighting fixtures
shall be shielded to avoid glare on adjacent properties.
Off-street parking areas. A paved off-street parking space for two
vehicles shall be provided for each manufactured home dwelling. Required
parking spaces shall be so located as to provide convenient access
to the manufactured home, but shall not exceed a distance of 100 feet
from the manufactured home that it is intended to serve.
All manufactured home parks shall be provided with common pedestrian
walks on both sides of the street. Such walks shall be at least four
feet in width and shall commence at least four feet outside of the
curbline.
In all manufactured home parks, a recreation area that has been improved
to be suitable for recreation shall be maintained within the park
for the use of all park residents.
Land required for such recreation areas shall be not less than 10%
of the gross site area. Such land should generally be provided in
a centralized location, or decentralized in larger manufactured home
parks.
Water supply. An adequate supply of safe water of satisfactory quality
under adequate pressure shall be provided in all parks to all manufactured
homes, service buildings and other accessory facilities. The manufactured
home park shall be served by the extension of an existing public water
supply system. The developer shall construct a system of water mains
and connect with such public water supply system and provide a connection
for each dwelling. If the applicant proves that connection to an existing
public water system is not feasible, then the Township may approve
other alternatives, such as the extension or construction of a private
central water system.
Sewage disposal. An adequate and safe centralized sewage system shall
be provided for conveying and disposing of sewage from manufactured
homes and service buildings. The manufactured home park shall be served
by a public sewage system where feasible, and by a nonpublic central
sewage system in other situations. The developer shall provide a complete
sanitary sewage system to serve each dwelling.
Utility systems. Electric, telephone and other utility facilities
shall be provided as necessary within the manufactured home park.
Such utilities shall be installed underground by the developer and
maintained in accordance with the local utility company's specifications
regulating such systems.
Service buildings and other community service facilities. Service
and accessory buildings located in a manufactured home park shall
be used only by the residents of the manufactured home park.
Refuse disposal. The storage, collection, and disposal of refuse
in the manufactured home park shall be so managed as to create no
health hazards, rodent harborage, insect-breeding areas, accident,
fire, or air pollution. All refuse shall be stored in fly-tight, watertight,
rodent-proof containers.
Community refuse disposal sites shall be provided at locations which
are not more than 100 feet from any manufactured home space and no
less than 50 feet from the manufactured home park boundary. Containers
shall be provided in sufficient number and capacity to properly store
all refuse. Community refuse disposal sites shall be screened with
densely planted evergreens or other thick foliage, solid or closely
woven fences, stone walls or planted earth berms. The storage area
shall be placed upon a paved or concrete surface, over a minimum compacted
six-inch stone base.
Racks or holders shall be provided for refuse containers. Such containers
shall be so designed as to prevent tipping, to minimize spillage and
container deterioration, and to facilitate cleaning around them.
Landscaping. A fifteen-foot landscape strip shall be provided around
the entire perimeter of all manufactured home parks and along side
and rear yards of manufactured homes on individual lots. This area
shall include a variety of vegetative materials including trees, shrubs,
evergreens and ground cover. For each 3,750 square feet of required
area for landscape strips, one deciduous tree and one evergreen tree
shall be provided. Deciduous trees shall have a clear trunk at least
six feet above finished grade. Evergreen trees shall have a minimum
height of six feet. All landscape strips shall have landscaping materials
distributed along the entire length of the area.
Any portion of the site not used for buildings, structures, parking,
sidewalks, streets, and similar improvements shall be maintained with
a vegetative ground cover.
All refuse shall be collected at least once weekly and comply with
current recycling requirements. Where suitable collection service
is not available, the manufactured home park operator shall provide
this service. All refuse shall be collected and transported in enclosed
vehicles or containers.
Manufactured home stand. Unless anchored to a properly permitted
basement, every manufactured home shall be provided with a manufactured
home stand which is constructed with a minimum six-inch-thick poured
concrete slab over a minimum six-inch stone base, and certified to
develop a compressive stress of at least 3,000 psi at 28 days. Said
stand shall cover the entire width and depth of the manufactured home
and be designed to uniformly support the manufactured home in a level
condition. Consideration shall be given to the effect of frost action,
surface water drainage, vibration or other forces acting on the superstructure.
Each manufactured home stand shall be equipped with properly designed
and approved water, sewer and electric connections.
Skirting. An enclosure of compatible design and material, commonly
called "skirting," shall be erected around the entire base of the
manufactured home prior to occupancy or other use. Such enclosure
shall provide sufficient ventilation to inhibit decay and deterioration
of the structure. Alternative methods of enclosure may be approved
by the Township that have the same effect.
Anchoring. Every manufactured home shall be anchored to the manufactured
home stand where it is located prior to the unit being occupied and
no more than seven days from the arrival of the manufactured home.
The anchoring system shall be consistent with the written installation
instructions of the manufacturer and/or the Uniform Construction Code,
whichever is more restrictive. Note: For new manufactured homes, state
regulations require that a certification by a state-certified manufactured
home installer must be provided to the Township Building Official.
Hitch. The hitch or tow bar attached to a manufactured home for transport
purposes shall be removed and remain removed from the manufactured
home when it is placed on its manufactured home stand.
Address. All manufactured homes shall be assigned an identification
number, which preferably should be a numerical postal address. The
number/address shall be displayed for each dwelling in a location
which is easily visible from the access drive.
