No unauthorized person shall uncover, make any
connections with or opening into, use, alter, or disturb any public
sewer or appurtenance thereof without first obtaining a written permit
from the Director. Any person proposing a new discharge into the system
or a substantial change in the volume or character of pollutants that
are being discharged into the system shall notify the Director at
least 45 days prior to the proposed change or connection.
There shall be two classes of building sewer
permits: for residential and commercial service, and for service to
establishments producing industrial wastes. In either case, the owner
or his agent shall make application on a special form furnished by
the Town. The permit application shall be supplemented by any plans,
specifications, or other information considered pertinent in the judgment
of the Director.
All costs and expenses incident to the installation
and connection of the building sewer shall be borne by the owner on
private property. The owner shall indemnify the Town from any loss
or damage that may directly or indirectly be occasioned by the installation
of the building sewer.
A separate and independent building sewer shall
be provided for every building, except that where one building stands
at the rear of another on an interior lot and no private sewer is
available or can be constructed to the rear building through an adjoining
alley, court, yard, or driveway, the building sewer from the front
building may be extended to the rear building and the whole considered
as one building sewer.

Old building sewers may be used in connection with new buildings
only when they are found, on examination and test by the Director,
to meet all requirements of this division. The property owner shall
bear all costs to internally inspect the building sewer using closed
circuit television inspection and provide the DPW with the inspection
video for review.
The size, slope, alignment, materials of construction
of a building sewer, and the methods to be used in excavating, placing
of the pipe, jointing, testing, and backfilling the trench shall all
conform to the requirements of the Building and Plumbing Codes or
other supplemental requirements established by the Director of Public
Works. In the absence of code provisions or in amplification thereof,
the materials and procedures set forth in appropriate specifications
of the ASTM and WPCF Manual of Practice No. 9 shall apply.
Whenever possible, the building sewer shall
be brought to the building at an elevation below the basement floor.
In all buildings in which any building drain is too low to permit
gravity flow to the public sewer, sanitary sewage carried by such
building drain shall be lifted by an approved means and discharged
to the building sewer.

Grinder pumps shall be furnished and maintained by the owners
of the premises upon which they are located and shall conform to the
following specifications as a minimum:
A. Tank
shall be set level, on a firm bed, with minimum headroom of four feet,
in a readily accessible location.
B. House
sewer pipe shall be adapted to a four-inch PVC socket provided in
the tank with an approved adapter. The tank shall be properly vented
to free air with a three-inch diameter vent pipe.
C. Grinder
pump discharge shall consist of a 1.25-inch brass male pipe thread.
A nipple union, shut-off valve and such elbows as may be necessary
shall be installed in such a manner that, upon unfastening the union,
the core of the pump may be removed readily with no obstructions.
All fittings shall be of brass, copper, or stainless steel.
D. There
shall be a four-inch gravity type check valve installed on the four-inch
gravity sewer line between the house and the pump pit as well as prior
to the discharge pipe leaving the pit.
E. The
house sewer line to the unit shall be four-inch schedule 40 PVC. All
exterior installations shall be connected to the sewer main following
the standards enumerated above for interior installations. Pipe through
foundation wall shall be sleeved and caulked so as to be watertight.
F. Each
grinder pump shall be connected to an electrical service capable of
supporting the electrical load imposed by the pump and all electrical
connections shall conform to appropriate state and local codes.
G. Before
being placed in service, each grinder pump installation shall be put
through one complete operation cycle using fresh water.

No person shall make connection of roof downspouts, sump pumps,
exterior foundation drains, areaway drains, or other sources of surface
runoff or groundwater to a building sewer or building drain which
in turn is connected directly or indirectly to a public sanitary sewer.
The connection of the building sewer into the
public sewer shall conform to the requirements of the Building and
Plumbing Codes or other supplemental requirements established by the
Director of Public Works, or the procedures set forth in appropriate
specifications of the ASTM and the WPCF Manual of Practice No. 9.
All such connections shall be made gastight and watertight. Any deviation
from the prescribed procedures and materials must be approved by the
Director before installation.
The applicant for the building sewer permit
shall notify the Director when the building sewer is ready for inspection
and connection to the public sewer. The connection shall be made under
the supervision of the Director or his representative.
All excavations for building sewer installation
shall be adequately guarded with barricades and lights so as to protect
the public from hazard. Streets, sidewalks, parkways, and other public
property disturbed in the course of the work shall be restored in
a manner satisfactory to the Town.
