In order to give effect to RIGL 45-6.1-1 et
seq., there is established a system of paying a parking fine by mail.

Whenever a person shall be charged with a violation
of a provision of any of the parking ordinances relating to nonmoving
traffic in the Town, such person, instead of personally appearing
in a court, may pay any fine imposed for violation of such ordinances
by mail.
The fine for violation of any parking ordinance
is the same fixed by the parking ordinances of the Town for such violations.

The payments of such fines as provided above
shall be addressed to the Municipal Court.

The Town Council hereby designates the Municipal
Court for the purpose of collecting such fines by mail or in person,
when the offender of a parking violation decides to dispose of such
charge without personal appearance in court, within seven days from
the notification thereof.

Whenever the mail is used for the payment of
any parking fine, such fine may be paid by check or money order.

An additional penalty, not to exceed $25 may
be imposed for attempted payment with a check written against insufficient
funds.

Notice of a violation of any parking ordinance
shall be affixed to the motor vehicle which is the cause of such violation.
The notice referred to in §
238-41 shall state the specific violation charged, the schedule of fines for such violations, the time within which the privilege of paying such fine by mail may be exercised and the place to which such fine may be mailed.
The privilege of paying such aforementioned
fines by mail may be exercised at a time not more than seven days
from the date of the offense to the date of depositing of the payment
of such fine in a depository maintained by the United States post
office for the collection of mail, and the postage cancellation shall
be prima facie evidence of the time of deposit.
There shall be a late fee of $5 charged to any
person failing to pay the fine for a parking violation under this
article within 14 days. Failure to pay within 28 days of the violation
shall result in a noncumulative late charge of $10.
