All municipal services provided by the Village
government shall be subject to the ultimate direction of the Village
Board as provided in the Wisconsin Statutes. The Village government
shall be divided into departments or offices for the purpose of providing
these services, and each department or office will be under the direction
of a department head who will be held responsible for the discharge
of such responsibilities as may be assigned to his department or office.
Nothing in this chapter shall be construed as preventing the Village
Board from assigning the functions of more than one department to
one Village officer if qualified, or the combining of two or more
departments under a single qualified Village officer, or any redistribution
of functions among departments in the interests of better service
and more efficient government.
