Any person, firm, corporation or association hawking, peddling, vending, soliciting orders by going from house to house or crying goods, wares, merchandise or other commodities in the streets, highways or public places of and in the Village of Island Park shall be deemed a peddler.
No peddler shall ply his trade in the Village of Island Park without first having obtained a license from the Village Clerk and paying an annual fee or fees as hereinafter set forth.

A. 
The annual license fee payable by peddlers shall be set from time to time by the Board of Trustees.
B. 
Said license fee shall be due and payable on the first day of May in each and every year and shall expire on the 30th day of April in each and every year.[2]

No peddler or solicitor shall have any exclusive right to any location in the public streets, nor shall any peddler or solicitor be permitted to sell wares within 200 feet of a school between the hours of 8:00 a.m. and 4:30 p.m. on a school day, nor shall any peddler or solicitor be permitted to stand in one place for more than 15 minutes, nor shall he be permitted to stop within 200 feet of a previous stop, nor shall he be permitted to operate in any congested area where his operation might impede or inconvenience the public, nor shall he be permitted to operate within 200 feet of an established business selling the same or related goods. For the purpose of this chapter, the judgment of any police officer, exercised in good faith, shall be deemed conclusive as to whether the area is congested or the public impeded or inconvenienced.

The hours during which any hawking, peddling or canvassing shall be permitted in this Village for persons duly licensed as provided for in this chapter shall be from Monday to Friday, inclusive, between the hours of 8:00 a.m. and 1:00 p.m.; and at all other times, except as herein set forth, hawking, peddling or canvassing in this Village shall be prohibited.
Any person who violates the provisions of this chapter shall be guilty of an offense and shall, upon conviction thereof, be subject to a fine of not more than $250 or imprisonment for a term of not more than 15 days, or both. Each day on which such violation continues shall constitute a separate violation.
