A.
Any building permit heretofore issued pursuant to
any ordinance which provides for the erection of a building or structure
in conformity to any preexisting ordinance shall continue in full
force and effect, provided that the holder thereof has substantially
undertaken construction of any such building or structure.
B.
Pending applications or appeals for development filed
prior to the effective date of this chapter may be continued but such
appeals or applications shall be governed by the provisions of this
chapter.
