This chapter shall not apply to actions undertaken
by any persons pursuant to an order issued pursuant to other ordinances
or laws for the purpose of remedying conditions determined to be unsafe
or dangerous to the life, health or property of any person.
Nothing in this chapter shall be construed to
prevent the ordinary maintenance and repair of any exterior architectural
features of a designated landmark or property within an historic district
with like materials of similar quality which does not involve a change
in design, material, or outward appearance.
