There shall be a Department of Public Works, the head of which shall be the Director. There shall be the following Divisions within the Department:
A. 
Division of Roads and Drainage.
B. 
Division of Solid Waste.
C. 
Division of Buildings.
D. 
Division of Equipment and Maintenance.
E. 
Division of Grounds.

Under the supervision and direction of the Municipal Administrator, the Director shall:
A. 
Administer the work of the Department.
B. 
Supervise or maintain departmental records and collect and report data for payroll and inventory control and costs analysis.
C. 
Supervise standards and procedures for the control, use and repair of all Township-owned equipment, materials and supplies in custody of the Department.
D. 
Perform the function of departmental accounting, indicating the current and future needs of the Department in responding to the maintenance and growth of the community.
E. 
Supervise and direct all of the functions and personnel of the various departments created herein.
F. 
There is hereby created the position of Deputy Director. The Deputy Director shall have all the powers and perform all the duties of the Director during such times and specific periods as the Director shall be unavailable. The Deputy shall assist the Director in the performance of the duties as the Township Committee or Administrator may from time to time prescribe. The Deputy may also serve concurrently as a Division Manager.

In the Department of Public Works, there shall be a Division of Roads and Drainage under the direction and supervision of a Division Manager, which position is hereby created and who shall be responsible for:
A. 
Maintenance and repair of all Township streets, bridges, culverts and drains.
B. 
Undertaking and administration of all Township roads, construction projects and road surfacing and/or resurfacing projects.
C. 
Maintenance of all Township streets in a safe condition for travel and cleaning and removing snow, leaves, ice and debris therefrom as required.
D. 
Installation, repair and maintenance of street traffic signs, lines and markings.
E. 
Maintenance of all the Township's storm sewers and drains and appurtenances thereof making up the Township's stormwater drainage system.
F. 
Reporting to the Director of Public Works any repairs that must be made by the personnel of the Division.

G. 
Assisting in the preparation and administration of the budget needs to the division as well as coordinating the solicitation of quotations and the oversite of any and all third party provider operations and/or services.

H. 
Supervising and providing as required, for all compliance and reporting pertaining to training, equipment, personal and public safety.

I. 
Coordinating with the other Division Managers to maximize the allocation of personnel and resources to meet the needs of the Department during off season, emergency and weather events.

J. 
Performing all such duties designed by the Director of Public Works.

In the Department of Public Works, there shall be a Division of Solid Waste under the direction and supervision of the Division Manager, which position is hereby created and who shall:
A. 
Operate and control Township recycling, solid waste collection systems and disposal facilities and provide such service as may be authorized by ordinance.
B. 
Provide for public information and notice regarding solid waste collection programs, recycling and general information associated with requirements of the collection systems and the scheduling for pickup and removal.
C. 
Act as the Township recycling coordinator pursuant to New Jersey State Statutes.
D. 
Report to the Director of Public Works any repairs that must be made by the personnel of the Division.

E.

In the Department of Public Works, there shall be a Division of Buildings under the direction and supervision of the Division Manager, which position is hereby created and who shall:
A. 
Keep accurate records of the work of the Division.
B. 
Submit to the Director of Public Works monthly reports of the work of the Division and any recommendations or reports to be accepted.
C. 
Direct and supervise all janitors and building maintenance workers employed by the Township.
D. 
Supervise and perform as required the maintenance and repair of heating, air conditioning, lighting, minor carpentry, masonry and plumbing as well as the repair of furniture and fixtures in all municipal facilities.
E. 
Provide for, perform and supervise the maintenance and cleaning services on municipally owned buildings, public parks, playgrounds, recreational field house and all other structure facilities of the Township, keeping the same in good order and condition.
F. 
Report to the Director of Public Works any repairs that must be made by the personnel of the Division.
G. 
Assist in the preparation and administration of the budget needs of the division as well as coordinate the solicitation of quotations and the oversite of all third party provider operations and/or services.
H. 
Supervise and provide as required, for all compliance and reporting pertaining to training, equipment, personnel and public safety.
I. 
Coordinate with the other Division Managers to maximize the allocation of personnel and resources to meet the needs of the Department during off season, emergency and weather events.
J. 
Perform all such other duties designated by the Director of Public Works.
In the Department of Public Works, there shall be a Division of Equipment Maintenance under the direction and supervision of the Division Manager, which position is hereby created and who shall be responsible for:
A. 
Cleaning, repairing and otherwise maintaining all motorized equipment of the Township.
B. 
Keeping appropriate records as to the use and repair of all motorized equipment.
C. 
Maintaining and being responsible for all parts and accessories utilized in the maintenance of the motorized equipment or perform such other duties and responsibilities as directed by the Director of Public Works.
D. 
Reporting to the Director of Public Works any repairs that must be made by the personnel of the Division.

Provide for, perform and supervise the maintenance and cleaning services on the Township grounds, public parks, playgrounds and all other outdoor, grounds related facilities of the Township, keeping the same in good order and condition.
F. 
Report to the Director of Public Works any repairs that must be made by the personnel of the Division.
G. 
Assist in the preparation and administration of the budget needs of the division as well as coordinate the solicitation of quotations and the oversite of all third party provider operations and/or services.
H. 
Supervise and provide as required, for all compliance and reporting pertaining to training, equipment, personnel and public safety.
I. 
Coordinate with the other Division Managers to maximize the allocation of personnel and resources to meet the needs of the Department during off season, emergency and weather events.
