A.
When any and all applicants seek any approvals from either the Egg Harbor Township Planning Board or the Zoning Board of Adjustment regarding any type of development under the Municipal Land Use Law,[1] that applicant shall incorporate into his application site plans identifying type and location of existing and proposed streetlighting in accordance with municipal requirements. Where such development does not impact on public streets, impact being determined by the Board, the requirements of this chapter may be formally waived by the Board. Where the Board does not grant a formal waiver, it shall be a condition of all approvals granted that the applicant comply with the provisions of this chapter.

The Board before which the applicant is appearing shall receive streetlighting designs and plans from the applicant and review the same, taking into consideration current and future lighting needs at that site as well as the operational costs of the lighting which the Township may ultimately have to bear. The recommendations of the Board shall be submitted to the Township Committee, for its action within 30 days of receipt of the Board's recommendations. In all applications where the development shall be built in phases, the Township Committee shall establish time frames for the installation of streetlighting. The Township Committee's determination and authorization shall be provided back to the approving Board and the applicant.
