The position of Bingo Inspector for the City of Amsterdam is hereby
created and established.
Said position of Bingo Inspector shall be in the exempt class of municipal
civil service.
The Bingo Inspector shall be appointed by the Mayor and shall hold office
for the term of four years, unless sooner removed in accordance with § C13
of the Amsterdam City Charter, and his term shall not extend beyond the term
of the Mayor appointing him. The Bingo Inspector shall receive such compensation
as may from time to time be fixed by the Common Council.
The Bingo Inspector shall be charged with and exercise the following
powers and duties, to wit:
A. To inspect all games of bingo conducted under any license
issued by the City of Amsterdam, to the end that the same are fairly conducted
in accordance with the provisions of such license, the rules and regulations
promulgated by the State Racing and Wagering Board, the Bingo Control Law
(Article 19-B of the Executive Law) and the provisions of Article 14-H of
the General Municipal Law; to investigate qualifications of organizations
applying for a bingo license; to investigate details of proposed procedures
for conducting bingo; background and character of proposed workers, and lessors
of premises; to inspect equipment to ensure that the same is in good operating
order.
B. To check system of money control and analyze reported
receipts and make comparison on-site counts.
C. To receive and investigate complaints and explain and
provide information regarding requirements of law and rules.
D. To appear and testify at hearings involving violations.
E. To maintain records and submit individual
inspection reports.
