Towing fees shall be as follows:
A. Monday through
Friday, 8:00 a.m. to 5:00 p.m.: $80.
B. Monday through
Friday, nights 5:00 p.m. to 8:00 a.m.: $100.
C. Weekend
rate, Friday, 5:00 p.m. through Monday, 8:00 a.m.: $125.
D. Surcharge.
A storage surcharge of $25 will be levied on all vehicle storage resulting
from violating any provision of the Amsterdam City Code, a declared
state of emergency, or New York State Statute. Said surcharge will
be collected by and paid to the City of Amsterdam. No tow service
shall release any vehicle until they receive receipted proof that
the surcharge has been paid.
A tow service must have a flatbed and wheel
lift tow truck equipped with tow chains, a fire extinguisher, broom
and shovel, as well as lock-out tools.
A tow service must have a towing insurance policy
in the amount of $1,000,000 for overall coverage. Yearly verification
of policy renewal must be presented to the City Clerk.
Response time shall be as follows:
C. Towers must be available 24 hours a day.

A tow service must submit copies of on-call
tow fees charged and surcharges collected upon request.
Debris at a crash site must be cleaned pursuant
to New York State Vehicle and Traffic Law.

A twenty-four-hour on-call tow service must be a New York State
registered repair shop and such shop must be located within the physical
boundaries of the City of Amsterdam and must conduct business from
such location. Additionally, on-call tow services must reasonably
accommodate tow service customer requests by delivering towed vehicle
to a registered repair shop of customer's choice within a five-mile
radius of the City of Amsterdam.
A gas can for motorists must be available, and
a vehicle should not be towed if out of gas. The fee shall be $35
for days and $45 for nights.
The tow service will change flat tires for motorists
instead of towing. The fee shall be $35 for days and $45 for nights.
When the on-call tow service is not available,
the tow will go to the next on-call operator on the City tow list.
In the event of an unusual towing situation
such as cargo dumped on the roadway, vehicle in the river or over
an embankment, which would require extra labor, the tow operator will
be allowed to charge for the additional labor and time at going local
rates.
Upon passage of these rules by the Common Council, City tow operators will be required to provide copies of insurance documents to comply with §
219-4 above, proof that the tow service is a New York State registered repair shop, and copies of New York State registration documents for the tow vehicles required.
