All required improvements shall conform to Village specifications, which may be obtained from the Village Clerk.

Where real property is subdivided into fewer than five parcels, plots or lots and such subdivision does not involve the laying out of a street or the extension of a previously laid out street, the Board may waive or modify such requirements as are deemed necessary. Reference shall be made to Chapter 163, Zoning, § 163-15, containing district bulk and dimension regulations permitting flag lots. Private roads and common driveways for such subdivisions shall be in accordance with the Village Engineer's recommendation for access requirements.
Where the Board finds that extraordinary and unnecessary hardships may result from strict compliance with this chapter, it may waive or modify regulations so that substantial justice may be done and the public interest secured, provided that such waivers or modifications will not have the effect of nullifying the intent and purpose of the Official Map, the Zoning Ordinance,[1] if any, the Village Plan or this chapter.

Where the Board finds that, due to the special circumstances of a particular plat, the provision of certain required improvements is not requisite in the interest of the public health, safety and general welfare or is inappropriate because of inadequacy or lack of connecting facilities adjacent or in proximity to the proposed subdivision, it may waive such requirements subject to appropriate conditions.
In granting waivers and modifications, the Board may require such conditions and guaranties as will, in its judgment, secure substantially the objectives of the standards or requirements so waived or modified.

A. 
Whenever a subdivision application includes a reduction of allowable density by 50% or more, as a consequence of which the applicant seeks to preserve as open space 75% or more of the gross lot area, the Planning Board is authorized to:
(1) 
Waive any park fee under § 146-16C;
(2) 
Consider waivers for improvements as otherwise allowed under § 146-13B; and
(3) 
Waive both the engineering review fee and final plat application fee under § 146-21G.
B. 
Any such application, in the Board's discretion, shall be processed on an expedited basis, subject to the requirements of this Chapter 146.
