The duty of enforcing provisions of this Traffic Code related to the parking of vehicles shall be upon the Director of Public Safety acting through the Bureau of Police and any other properly trained designee of the Director of Public Safety, including, but not limited to, inspectors of the Department of Community Planning and Economic Development and officers, employees and officials of the Parking Authority of the City of Lancaster. The duty of enforcing all other provisions of this Traffic Code, except as otherwise set forth herein, shall be upon the Director of Public Safety acting through the Police Bureau.
A. 
Any person, firm or corporation violating any of the following described parking regulations shall pay a fine in the amount hereinafter set forth for such violations, plus any necessary costs of prosecution:

Any person who has more than five parking violations in any period of six consecutive months may be fined twice the amount prescribed by § 285-6 for the sixth violation and three times the amount prescribed for the seventh and any subsequent violation.

Whenever an alleged violator of the parking regulations set forth in § 285-6 has not paid the prescribed fine within 15 days after a parking ticket has been issued and the Bureau of Police has sent notice thereof to such person by first-class mail, such person shall pay an additional $10 for the cost of processing and mailing such notice. If the parking ticket has not been satisfied within 30 days after it has been issued, the violator shall be prosecuted.

It shall be the duty of every partnership, association or corporation having been served with a citation or summons charging a violation of this chapter to appear before the issuing Magisterial District Judge and to enter a plea to the charge within the time prescribed by law. The violation of this provision shall be deemed a violation of this chapter and shall be enforceable against, as to partnerships and associations, the partners, members, officers or managers thereof, and as to corporations, the officers or managers thereof, who shall, upon conviction in a summary proceeding, be subject to the fine and penalty set forth in § 285-12.
A. 
Enforcement authority. Any police officer, to the extent allowed by law, may enforce the speed restrictions authorized under Subchapter F of Chapter 33 of the Vehicle Code, Act of June 17, 1976, P.L. 162, No. 81, 75 Pa.C.S.A. § 101 et seq. (hereinafter and heretofore referred to as the "Vehicle Code"), as the same may be hereafter amended.
B. 
Electrical and/or mechanical devices authorized. The rate of speed of any vehicle may be timed on any street or highway within the physical boundaries of the City of Lancaster, Lancaster County, Pennsylvania, by a police officer using an electrical and/or mechanical speed timing device.
C. 
Approval and testing of electrical and/or mechanical devices. All electrical and/or mechanical speed timing devices shall be of a type approved by the Department of Transportation of the Commonwealth of Pennsylvania and shall be calibrated and tested in accordance with regulations prescribed by the Department of Transportation.
D. 
Enforcement and penalty. Every person convicted of a summary offense for a violation of any speed restriction authorized under the Vehicle Code shall be sentenced to pay those fines and costs established by the applicable provisions of the Vehicle Code or any subsequent Act of Assembly which amends the Vehicle Code. Disposition of such fine or fines shall be made in accordance with the provisions of the Vehicle Code.
E. 
Nonrepealer. Any traffic controls and/or speed restrictions previously adopted by the City, not inconsistent with this section, shall remain in full force and effect, are not deemed repealed by enactment of this section and to the extent required, are considered ratified and confirmed by the enactment of this section.
Whenever any vehicle has been parked in violation of any provisions of this chapter prohibiting or restricting parking, the person in whose name such vehicle is registered shall be responsible for such violation and subject to the penalty therefor.

Except as set forth below, any person who violates any provision of this chapter or any regulation of the Traffic Commission issued in conformity with this chapter related to the parking of vehicles is guilty of a summary offense and shall be assessed a fine in accordance with § 285-6, but in no case less than $35 or more than $200, together with costs of prosecution, and in default of payment thereof shall be imprisoned for not more than 10 days. Should the fines not be paid within 30 days of the violation date and summary offense proceedings be initiated by the City, the fine level stated herein shall be increased by $15, but in no event shall the total fine be less than $35 nor more than $200. This § 285-12 shall not apply to violations of Articles V and XVI, relating to the submission of false information to City officials; Article VI, Impounding of Vehicles; Article IX, Immobilization of Vehicles; Article X, Keys in Unattended Vehicles; Article XII, Repair of Motor Vehicles; Article XV, Cruising; and Article XVI, Handicapped Parking.
