A. 
Parallel parking.

(1) 
Except as otherwise provided herein, no person shall park or stand a vehicle upon a two-way highway except parallel to the right-hand curb or, in the absence of a curb, to the right edge of the right-hand shoulder. Except as otherwise provided herein, no person shall park or stand a vehicle upon a one-way highway except parallel to the curb or edge of the highway in the direction of authorized traffic movement. However, when necessary to permit the proper loading or unloading of a commercial vehicle, permission may be granted by the Bureau of Police to either the owner or tenant of the real property or the owner of the vehicle to park such vehicle at an angle for such purpose.
(2) 
Except as otherwise provided herein, no person shall park or stand a vehicle upon any highway except with its right-hand wheels within 12 inches of the right-hand curb or, in the absence of a curb, as close as practicable to the right edge of the right-hand shoulder on a one-way or two-way street, or with its left-hand wheels within 12 inches of the left-hand curb, or in the absence of a curb, as close as practicable to the left edge of the left-hand shoulder on a one-way street.
B. 
Notwithstanding any provision of this article to the contrary, a vehicle may be parked perpendicularly to the curb at locations approved by the Traffic Commission in accordance with the guidelines issued by the Department of Transportation.

C. 
Notwithstanding any provision of this article to the contrary, a vehicle may be parked within lines striped on the road by the City which are diagonal or perpendicular to the curb or shoulder of the road to accommodate such diagonal or perpendicular parking, so long as some part of the vehicle is within 12 inches of the curb or, in the absence of a curb, as close as practicable to the edge of the shoulder of the road.

No horse shall be left unattended on any public highway of the City unless securely fastened, or unless the wheels of the vehicle to which the horse is harnessed are securely fastened.

A. 
No vehicle shall be parked within 15 feet from any fire hydrant.
B. 
No vehicle shall be parked within 20 feet from any crosswalk at a street intersection.
C. 
No vehicle shall be parked within 30 feet upon the approach to any flashing signal, stop sign, yield sign or traffic-control signal located at the side of a roadway.
Any vehicle which is unlawfully parked within the areas prohibited by this section may be removed from that area by towing and may be reclaimed by the vehicle owner upon payment of the towing costs.

A. 
No vehicle shall be parked at any time in front of any public or private driveway or garage entrance.
B. 
No vehicle shall be parked in a manner which blocks ingress, egress and regress from emergency driveways or garages, or ingress, egress and regress therefrom (e.g., police, fire, ambulance, rescue squad, hospital emergency drive).
C. 
No vehicle shall be parked at any time in a manner which blocks ingress or egress from a handicapped access curb ramp.

Vehicles so parked may be subject to towing and may be reclaimed by the vehicle owner upon payment of the towing costs.

No vehicle shall be parked at any time without proper registration plates.

No commercial repairing, washing, oiling or other work on a vehicle shall be performed at any time on public highways of the City, except in the case of emergency repairs. Noncommercial repairing, washing, oiling or other work on a vehicle shall be governed by Article XII of this chapter.

A. 
Oversized vehicle restrictions. No vehicle which has a gross vehicle weight rating of 9,500 pounds or more shall be allowed to remain parked on any highway or street of the City designated by the Traffic Commission for a period of more than one hour between the hours of 10:00 p.m. and 6:00 a.m. on each weeknight, beginning Monday night and ending Friday morning, and not more than one hour between the hours of 12:01 a.m. on Saturday and 6:00 a.m. on Monday.

B. 
Trailer prohibition. The parking of a trailer when such trailer is not attached to a motorized vehicle on any street, alley or highway of the City of Lancaster is prohibited. For the purpose of this section, the term "trailer" shall include every vehicle, wagon or truck without motive power designed to carry property or passengers on or within its own structure and to be drawn by a motor vehicle, unless previously approved by the Chief of Police or his designee. This prohibition shall not apply to vehicles drawn by animals, provided the drawn vehicle is properly secured by the use of blocks, chocks or similar device.
C. 
Recreational vehicle restrictions. No recreational equipment shall be allowed to remain parked on any street, alley or highway of the City of Lancaster for a period of more than 48 hours. For the purpose of this section, the term "recreational vehicles" shall include, but is not limited to, boats and boat trailers, jet ski and jet ski trailers, travel trailers, coaches, pick-up campers (designed to be mounted on automotive trailers), motorized dwellings, tent trailers and/or other similar equipment which is attached to a vehicle or other form of motorized transport.
Any vehicle parked in the City at any time, in accordance with the provisions of this chapter, may remain standing without lighted lights.

When signs are placed giving legal notice thereof, no person shall park a vehicle in violation of any of the regulations promulgated by the Traffic Commission which are then in full force and effect, including but not limited to any of the following signs:
A. 
Overtime parking, no meter;
B. 
No parking, loading zone;
C. 
No parking, 2:00 a.m. to 6:00 a.m.;
D. 
No parking or stopping permitted; or
E. 
Any other sign evidencing a regulation issued by the Traffic Commission.

A. 
Metered and other forms of timed parking restrictions, residential and neighborhood restrictions on parking promulgated by the Traffic Commission shall not be in effect on Saturdays and Sundays. Notwithstanding the foregoing, metered and other forms of time parking restrictions will be in effect on all Saturdays in the areas designated in yellow on the map attached hereto and incorporated herein as Exhibit A.[1] All other parking regulations shall remain in effect. City Council may, from time to time by resolution, amend the areas in which metered and other forms of timed parking restrictions will be in effect on Saturdays, either by amending the map or by designating such areas in other manners as determined by City Council.

B. 
Metered and other forms of timed parking restrictions, residential and neighborhood restrictions on parking promulgated by the Traffic Commission shall not be in effect on federal holidays. The 10 designated federal holidays are New Years' Day, the birthday of Martin Luther King, Jr., President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day and Christmas Day. Such holidays may be changed from time to time by the federal government.
C. 
City Council may, by resolution from time to time, add additional holidays pursuant to which metered and other forms of timed parking restrictions, residential and neighborhood restrictions on parking promulgated by the Traffic Commission shall not be in effect.
No vehicle shall be parked in violation of any temporary official sign or signs prohibiting parking.

Except for persons parking vehicles lawfully bearing registration plates or parking placards issued to handicapped persons or disabled veterans and actively transporting such handicapped or disabled veteran, no person shall park a vehicle on public or private property which has been posted in the manner required by law as reserved for a handicapped person or disabled veteran. Any vehicle which is unlawfully parked in a designated handicapped parking area may be removed from that area by towing and may be reclaimed by the vehicle owner upon payment of the towing costs.

A. 
Parking in fire lane.
(1) 
No person shall park a vehicle on private property in a fire lane that has been so designated in the manner required by law and is posted to prohibit the same.
(2) 
Any vehicle which is unlawfully parked in a designated fire lane area may be removed from that area by towing and may be reclaimed by the vehicle owner upon payment of the towing costs.
B. 
Compliance with Pennsylvania Vehicle Code.
(1) 
All operators of vehicles within the City of Lancaster shall comply with all provisions of §3353 regarding prohibitions in specified places, of the Pennsylvania Vehicle Code, codified at 75 P.S. § 3353, unless a different standard is specified herein, in which case operators shall comply with the standards set forth herein. Any violation of those provisions of the Pennsylvania Vehicle Code shall constitute a violation hereunder.
(2) 
Any vehicle which is unlawfully parked may be removed from that area by towing and may be reclaimed by the vehicle owner upon payment of the towing costs.
C. 
No parking blocking traffic lane. No person shall park a vehicle in such a manner that the vehicle blocks the free uninterrupted flow of traffic in a designated driving lane. Any vehicle which is unlawfully parked so as to block a traffic lane may be removed from that area by towing and may be reclaimed by the vehicle owner upon payment of the towing costs.
D. 
No parking blocking traffic sidewalk. No person shall park a vehicle in such a manner that the vehicle blocks the free uninterrupted flow of pedestrian traffic on a sidewalk. Any vehicle which is unlawfully parked so as to block a sidewalk may be removed from that area by towing and may be reclaimed by the vehicle owner upon payment of the towing costs.
E. 
No parking snow emergency route or snow removal area. No person shall park a vehicle in such a manner that violates applicable restrictions during a snow emergency or during snow removal efforts (see Chapter 262, Article I). Any vehicle which is unlawfully parked in violation of such restrictions may be removed from that area by towing and may be reclaimed by the vehicle owner upon payment of the towing costs.
F. 
No parking bus stops. No person shall park a vehicle within a designated bus stop. Any vehicle which is unlawfully parked within a bus stop may be removed from that area by towing and may be reclaimed by the vehicle owner upon payment of the towing costs.
