There is hereby established, pursuant to the Act of July 12, 1972, No.
180, as amended, 53 P.S. § 481 et seq., a police department in cooperation
with the Township of Shippensburg, Cumberland County, Pennsylvania, to be
known as the "Mid Cumberland Valley Regional Police Commission." A copy of
the Articles of Agreement and the Charter of said Commission is attached hereto
and incorporated herein by reference.
The Mid Cumberland Valley Regional Police Commission shall be organized
as an unincorporated association and shall have a perpetual existence, unless
terminated sooner in accordance with the terms of the Charter.
The purpose of the Mid Cumberland Valley Regional Police Commission
is to establish and operate a police department for the purpose of providing
protection to persons and property within the corporate boundaries of Shippensburg
Township, Cumberland County and the Borough of Shippensburg, Cumberland and
Franklin Counties, Pennsylvania. The Council of the Borough of Shippensburg
hereby expressly delegates to the Mid Cumberland Valley Regional Police Commission
those powers and duties of a police department established pursuant to the
Borough Code, Act of February 1, 1966, P.L. 1656, No. 581, as amended, 53
P.S. § 45101, et seq.
The Council of the Borough of Shippensburg shall from time to time,
but not later than October 31 of each year, appropriate such sum or sums from
the general revenues of the Borough of Shippensburg as are necessary to provide
the revenue necessary to operate the Mid Cumberland Valley Regional Police
Commission, according to the formula for funding set forth in the Charter
thereof.
The Commission shall have the power and authority to acquire, in its
own name, such property, real or personal, as is necessary to operate the
Commission. It shall have the power, by action of a majority of the members
of the Commission, to manage such property and to lease or license the use
thereof and to dispose of the property under its control. In the event of
the termination of the Commission, the property, real or personal, shall be
returned to the members of the Commission according to the formula set forth
in the Charter of the Commission.
The Mid Cumberland Valley Regional Police Commission shall have the
power to enter into contracts for the purchase of benefits for its employees,
including but not limited to contracts for group life insurance, payment of
social security, health benefits, employee collective bargaining agreements
pursuant to Acts 111 and 195, as well as such other contracts as may from
time to time be required.
