As used in this chapter, the following terms shall have the meanings
indicated:
ACCESSIBLE
Any premises within the Borough abutting any street, alley
or right-of-way on which there is located a public sanitary sewer
system or any premises located within 1,000 feet of a public sanitary
sewer.

ACT or THE ACT
The Federal Water Pollution Control Act, also known as the
"Clean Water Act," as amended, 33 U.S.C. § 1251 et seq.
ALLOWABLE INDUSTRIAL WASTE
Any solid, liquid or gaseous substance, waterborne waste
or form of energy ejected or escaping from any industrial, manufacturing,
trade or business process or from the development, recovery or processing
of natural resources, as distinct from sanitary sewage, which complies
with all provisions of this chapter and which is allowed to be discharged
into the sewer system by the Borough of Shippensburg, Cumberland and
Franklin counties, Pennsylvania, or allowable by the rules and regulations
of the Borough of Shippensburg.
APPROVAL AUTHORITY
The Director in an NPDES state with an approved state pretreatment
program and the Administrator of the EPA in a non-NPDES state or NPDES
state without an approved state pretreatment program. The EPA is the
Approval Authority in the Commonwealth of Pennsylvania.

AUTHORITY
The Shippensburg Borough Authority of Shippensburg, Pennsylvania,
or its duly authorized representatives or agents. Such agents shall
include the Borough of Shippensburg, Pennsylvania, as appropriate
under applicable agreements with the Borough Authority.
AUTHORIZED OR DULY AUTHORIZED REPRESENTATIVE OF INDUSTRIAL USER

(1)
If the user is a corporation, the authorized representative
shall be:
(a)
The president, secretary, treasurer or a vice president of the
corporation in charge of a principal business function, or any other
person who performs similar policy or decision-making functions for
the corporation; or
(b)
The manager of one or more manufacturing, production or operating
facilities, provided that the manager is authorized to make management
decisions that govern the operation of the regulated facility, including
having the explicit or implicit duty of making major capital investment
recommendations, and initiate and direct other comprehensive measures
to assure long-term environmental compliance with environmental laws
and regulations; can ensure that the necessary systems are established
or actions taken to gather complete and accurate information for individual
sewer user permit requirements; and where authority to sign documents
has been assigned or delegated to the manager in accordance with corporate
procedures.
(2)
If the user is a partnership or sole proprietorship an authorized
representative shall mean a general partner or proprietor, respectively.
(3)
If the user is a federal, state or local governmental facility
the authorized representative shall mean a director or highest official
appointed or designated to oversee the operation and performance of
the activities of the government facility, or their designee.
(4)
The individuals described in Subsections
(1) through
(3) above may designate a duly authorized representative if the authorization is in writing, the authorization specifies the individual or position responsible for the overall operation of the facility from which the discharge originates or having overall responsibility for environmental matters for the company, and the written authorization is submitted to the Borough of Shippensburg.
BEST MANAGEMENT PRACTICES (BMPs)
Schedules of activities, prohibitions of practices, maintenance procedures and other management practices to implement the prohibitions listed in §
127-12. BMPs include treatment requirements, operating procedures, and practices to control plant site runoff, spillage or leaks, sludge or waste disposal, or drainage from raw materials storage.
BIOCHEMICAL OXYGEN DEMAND (BOD)
The quantity of oxygen expressed as a concentration in milligrams
per liter (mg/L), utilized in the biochemical oxidation of organic
matter under standard laboratory procedure in five days at 20°
C. The standard laboratory procedure shall be in accordance with approved
test methods found at 40 CFR 136.

BOROUGH
The Borough of Shippensburg, Cumberland and Franklin Counties,
Pennsylvania, or its duly authorized representatives and agents of
the Shippensburg Borough Authority as appropriate under applicable
agreement(s) with the Borough.
BUILDING SEWER
That part of the main building or house drain or sewer line
inside the walls of the building and extending through the wall to
the point five feet outside the wall and connecting to the lateral.
CATEGORICAL INDUSTRIAL USER (CIU)
An industrial user subject to a National Categorical Pretreatment
Standard or categorical standard.

COLOR OF AN INDUSTRIAL WASTE
The color of the light transmitted by the waste solution
after removing the suspended material, including the pseudo colloidal
particles, as measured in accordance with approved test methods found
at 40 CFR 136.

COMPOSITE SAMPLE
The sample resulting from the combination of individual wastewater
samples taken at selected intervals based on an increment of either
time or flow.

CONTROL AUTHORITY
The Shippensburg Borough Authority of Shippensburg, Pennsylvania,
or its duly authorized representatives or agents. Such agents shall
include the Borough of Shippensburg, Pennsylvania, as appropriate
under applicable agreement(s) with the Borough.
COOLING WATER
The water discharged from any use, such as air conditioning,
cooling or refrigeration, or to which the only pollutant added is
heat.
DAILY MAXIMUM LIMIT
The maximum allowable discharge limit of a pollutant during
a twenty-four-hour period starting from one calendar day and continuing
into the next calendar day. Where daily maximum limits are expressed
in units of mass, the daily maximum is the total mass discharged over
the course of the twenty-four-hour period. Where daily maximum limits
are expressed in terms of a concentration, the daily maximum is the
arithmetic average measurement of the pollutant concentration derived
from all measurements taken during that twenty-four-hour period.

DIRECT DISCHARGE
The discharge of treated or untreated wastewater directly
into the waters of the Commonwealth of Pennsylvania.
ENVIRONMENTAL PROTECTION AGENCY (EPA)
The U.S. Environmental Protection Agency, or, where appropriate,
the term may also be used as a designation for the Administrator or
other duly authorized official of said agency.
EQUIVALENT DWELLING UNIT (EDU)
The amount of flow of sewage established as a uniform measure of usage of sewage facilities. One EDU shall conform to the Borough of Shippensburg's most recent documented Chapter
94 Municipal Wasteload Management Report flow rate in gallons, or part thereof, per day.
EXISTING SOURCE
Any source of discharge, the construction or operation of
which commenced prior to the publication of proposed National Categorical
Pretreatment Standards which will be applicable to such source if
the National Categorical Pretreatment Standard is thereafter to be
promulgated in accordance with Section 307(c) of the Act (33 U.S.C.
§ 1317).

FATS, OILS AND GREASE (FOG)
Organic polar compounds derived from animal and/or plant
sources that contain multiple carbon chain triglyceride molecules,
as rendered animal fat, vegetable shortening and other such oily material
used for the purpose of and resulting from cooking and/or preparing
food, and is distinct from petroleum or mineral oils.

FOOD SERVICE ESTABLISHMENT
Any food service facility that prepares, packages or serves
food or beverages for sale or consumption, on site or off site, with
the exception of private residences, and that use one or more of the
following preparation activities: cooking by frying (all methods),
baking (all methods), grilling, sauteing, rotisserie cooking, broiling
(all methods), boiling, blanching, roasting, toasting or poaching.
Also included are infrared heating, searing, barbecuing and other
food preparation activities that produce a hot, nondrinkable food
product in or on a receptacle that requires washing. Food service
establishments shall include, but are not limited to, food courts,
food manufacturers, food packagers, restaurants, grocery stores, bakeries,
lounges, hospitals, hotels, nursing homes, churches and schools.

GARBAGE
Solid waste resulting from the domestic and commercial preparation,
cooking and dispensing of food and from handling, storage and sale
of produce.
GRAB SAMPLE
A sample which is taken from a waste stream on a one-time
basis with no regard to the flow in the water stream and over a period
of time not exceeding 15 minutes.
GREASE INTERCEPTOR
A device located underground and outside of a food service
establishment designed to collect, contain or remove food wastes and
FOG from the wastestream while allowing the wastewater to discharge
to the sewer system by gravity.

GREASE TRAP
A device located inside a food service establishment or under
a sink designed to collect, contain or remove food wastes and FOG
from the wastestream while allowing the wastewater to discharge to
the sewer system by gravity.

GROUNDWATER
That water which is contained in or passing through the ground.
HAZARDOUS WASTE
A waste with properties that make it dangerous or capable
of having a harmful effect on human health or the environment is considered
a hazardous waste. The hazardous waste regulations under RCRA only
regulate solid wastes, from which domestic sewage and mixtures of
domestic sewage are excluded. A waste is considered a hazardous waste
if it exhibits characteristics found at 40 CFR 261.21-Ignitability,
261.22-Corrosivity, 261.23-Reactivity, and 261.24-Toxicity, and as
further defined in 40 CFR 261.3.

HOLDING TANK
A watertight receptacle, whether permanent or temporary,
which receives and retains sewage conveyed by a water-carrying system
and is designed and constructed to facilitate the ultimate disposal
of the sewage at another site.

HOLDING TANK WASTE
Any waste from holding tanks such as vessels, chemical toilets,
campers, trailers, septic tanks and vacuum pump tank trucks.
IMPROVED PROPERTY
Any property upon which there is erected a structure intended
for continuous or periodic habitation, occupancy or use by human beings
or animals and from which structure or property wastewater shall or
may be discharged.
INDIRECT DISCHARGE
The discharge or the introduction of pollutants from any
nondomestic sources regulated under Section 307(b), (c) or (d) of
the Act (33 U.S.C. § 1317) into the sewer system, including
holding tank waste discharged into the system.
INDUSTRIAL PRETREATMENT PROGRAM
A program administered by the Borough pursuant to this chapter
controlling the discharge of industrial waste to the sewer system.
This includes, but is not limited to, provisions included in the local
pretreatment program in accordance with 40 CFR 403, and which have
been approved by EPA in accordance with 40 CFR 403.11.

INDUSTRIAL WASTE
Solid, liquid or gaseous substances, waterborne waste or
form of energy discharged or escaping in the course of any industrial,
manufacturing, commercial, trade, business or research process or
in the course of development, recovering or processing of natural
resources, but not sanitary sewage.
INFECTIOUS WASTE
Any substance which is discharged and which consists of or
is contaminated by pathogens or other etiologic agents and which has
not been sterilized, neutralized or otherwise rendered harmless. Infectious
waste includes, but is not limited to: contaminated blood, blood products
or other bodily fluids (excepting excreta discharged by normal bodily
functions); wastes, including excreta, from patient isolation areas;
laboratory samples or test materials; animal wastes and bedding; body
parts; pathology and autopsy wastes; and glassware, hypodermic needles,
surgical instruments and other sharps.

INSTANTANEOUS LIMIT
The maximum concentration of a pollutant allowed to be discharged
at any time, determined from the analysis of any discrete or composited
sample collected, independent of the industrial flow rate and the
duration of the sampling event.
INTERFERENCE
A discharge, which alone or in conjunction with a discharge
or discharges from other sources, causes the inhibition or disruption
of the sewage treatment plant processes or operations, or its sludge
processes, use or disposal, and therefore which contributes to a violation
of any requirement of the POTW NPDES permit. The term includes prevention
of sewage sludge use or disposal by the Borough in accordance with
Section 405 of the Act (33 U.S.C. § 1345) or any criteria,
guidelines or regulations developed pursuant to the Solid Waste Disposal
Act (SWDA) including Title II, more commonly referred to as the Resources
Conservation and Recovery Act (RCRA), the Clean Air Act, the Toxic Substances Control Act, the Marine Protection, Research and Sanctuaries Act, or more stringent state criteria, including those contained
in any state sludge management plan prepared pursuant to Title IV
(Subtitle D) of SWDA applicable to the method of disposal or use employed
by the Borough.

LATERAL
The sewer collection system from the point of connection
to the sewer main, as defined herein, to the structure being serviced.
LOCAL LIMITS
Specific discharge limits developed and enforced by the Borough upon nonresidential users to implement the national prohibitive discharge standards set forth at 40 CFR 403.5(a)(1) and (b) and §§
127-12 and
127-26 of this chapter.

MAIN
The pipes, manholes and pumping stations used for the collection
and transportation of sewage.
MANHOLE
A structure leading from the surface of the ground to a sewer,
permitting access to the sewer.
MEDICAL WASTE
Isolation wastes, infectious agents, human blood and blood
products, pathological wastes, sharps, body parts, etiologic agents,
contaminated bedding, surgical wastes, potentially contaminated laboratory
wastes, and dialysis wastes.

METERING FACILITIES
A flow measuring system, designed and installed in accordance
with accepted engineering practices, and approved by the Borough for
the measurement of wastewater flows. For industrial and nonresidential
establishments, publicly metered water use records may be considered
"metering facilities" if approved by the Borough.

Milligrams per liter, a measure of concentration of water-borne
substances.

MONTHLY AVERAGE LIMIT
The highest allowable average of daily discharges over a
calendar month, calculated as the sum of all daily discharges measured
during a calendar month divided by the number of daily discharges
measured during that month.
MUNICIPALITY
Any county, county authority, municipal authority, city,
borough, township or school district.
NATIONAL CATEGORICAL PRETREATMENT STANDARD or CATEGORICAL STANDARD
Any regulation containing pollutant discharge limits promulgated by the EPA in accordance with Section 307(b) and (c) of the Act (33 U.S.C. § 1317) that applies to a specific category of industrial users and that appear in 40 CFR Chapter
1, Subchapter N, §§ 405 through 471.

NEW SOURCE

(1)
Any building, structure, facility or installation from which
there is (or may be) a discharge of pollutants, the construction of
which commenced after the publication of proposed National Categorical
Pretreatment Standards under Section 307(c) of the Act (33 U.S.C.
§ 1317) that will be applicable to such source if such standards
are thereafter promulgated in accordance with that section, provided
that:
(a)
The building, structure, facility or installation is constructed
at a site at which no other source is located; or
(b)
The building, structure, facility or installation totally replaces
the process or production equipment that causes the discharge of pollutants
at an existing source; or
(c)
The production or wastewater generating processes of the building,
structure, facility or installation are substantially independent
of an existing source at the same site. In determining whether these
are substantially independent, factors such as the extent to which
the new facility is integrated with the existing plant, and the extent
to which the new facility is engaged in the same general type of activity
as the existing source, should be considered.
(2)
Construction on a site at which an existing source is located results in a modification rather than a new source if the construction does not create a new building, structure, facility or installation meeting the criteria of Subsection
(1)(b) or
(c) above but otherwise alters, replaces or adds to existing process or production equipment.
(3)
Construction of a new source as defined under this subsection
has commenced if the owner or operator has:
(a)
Begun, or caused to begin, as part of a continuous on-site construction
program:
[1]
Any placement, assembly or installation of facilities or equipment;
or
[2]
Significant site preparation work including clearing, excavation
or removal of existing buildings, structures or facilities which is
necessary for the placement, assembly or installation of new source
facilities or equipment; or
(b)
Entered into a binding contractual obligation for the purchase
of facilities or equipment which are intended to be used in its operation
within a reasonable time from the date on which the contract was entered.
Options to purchase or contracts which can be terminated or modified
without substantial loss, and contracts for feasibility, engineering
and design studies do not constitute a contractual obligation under
this subsection.
NONCONTACT COOLING WATER
Water used for cooling that does not come into direct contact
with any raw material, intermediate product, waste product or finished
product.
NON-SIGNIFICANT CATEGORICAL INDUSTRIAL USER (NSCIU)
An industrial user subject to National Categorical Pretreatment
Standards that is deemed not a significant industrial user, as defined
in this section, based on a finding that the industrial user never
discharges more than 100 gallons per day (GPD) of total categorical
wastewater (excluding sanitary, noncontact cooling and boiler blowdown
wastewater, unless specifically included in a pretreatment standard)
and the following conditions are met:

(1)
The industrial user, prior to the Borough's finding, has
consistently complied with all applicable categorical pretreatment
standards and requirements; and
(2)
The industrial user annually submits the certification statement required in §
127-27E, together with any additional information necessary to support the certification statement; and
(3)
The industrial user never discharges any untreated concentrated
wastewater.
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS)
A classification system pursuant to the North American Industry
Classification System, United States, 2012 Manual, as amended, Office
of Management and Budget.

OPERATOR
Any person having charge, care, management or control of
the sewer system or a tank truck or trucks for use in the removal,
transportation and disposal of sewage, septic sewage and industrial
wastes.
OWNER
Any person vested with ownership, legal or equitable, sole
or partial, of an improved property.
PASS-THROUGH
A discharge which exits the POTW into the waters of the United
States, in quantities or concentrations which, alone or in conjunction
with a discharge or discharges from other sources, is the cause of
a violation of any requirement of the POTW's NPDES permit, including
an increase in the magnitude or duration of a violation.
PERSON
Any individual, partnership, co-partnership, firm, company,
corporation, association, joint-stock company, trust, estate, governmental
entity or any other legal entity, or their legal representatives,
agents or assigns. This definition includes all federal, state and
local governmental entities. The masculine gender shall include the
feminine, and the singular shall include the plural where indicated
by the context.

pH
The logarithm (base 10) of the reciprocal of the concentration
of hydrogen ions, expressed in standard units and indicating the degrees
of acidity or alkalinity of a substance. pH shall be measured in accordance
with approved test methods found at 40 CFR 136.

POLLUTANT
Any dredged spoil, solid waste, incinerator residue, filter
backwash, sewage, garbage, sewage sludge, munitions, chemical wastes,
medical wastes, biological materials, radioactive materials, heat,
wrecked or discarded equipment, rock, sand, cellar dirt, industrial,
municipal and agricultural wastes and certain characteristics of wastewater
(e.g., biochemical oxygen demand (BOD
5), chemical
oxygen demand (COD), color, odor, pH, temperature, total suspended
solids (TSS), toxicity or turbidity).

POLLUTION
The man-made or man-induced alteration of the chemical, physical,
biological and radiological integrity of water.
PPC PLAN
A preparedness, prevention, and contingency plan prepared
by an industrial user to prevent and control hazards to human health
and the environment from fires, explosions or accidental discharge
of polluting materials to surface water or groundwater, to minimize
the likelihood, duration and intensity of a slug load or spill, and
to expedite control and cleanup activities should a slug load or spill
occur.

PRETREATMENT
The reduction of the amount of pollutants, the elimination of pollutants or the alteration of the nature of pollutant properties in wastewater to a less harmful state prior to or in lieu of discharging or otherwise introducing such pollutants into the sewer system. The reduction or alteration can be obtained by physical, chemical or biological processes, by process changes, or by other means, except as prohibited by 40 CFR 403.6(d) and §
127-17, which prohibits dilution as a substitute for treatment.

PRETREATMENT REQUIREMENTS
Any substantive or procedural requirement related to pretreatment,
other than a pretreatment standard imposed on an industrial user.

PRETREATMENT STANDARDS
Prohibited discharge standards, National Categorical Pretreatment
Standards and local limits.

PROCESS WASTEWATER
Any wastewater resulting from the direct contact of water
with any raw material, intermediate product, finished product, by-product
or waste during any manufacturing process, or water other than noncontact
cooling water which results from a manufacturing process.

PROHIBITED DISCHARGE STANDARDS
Absolute prohibitions against the discharge of certain substances; these prohibitions appear in §
127-12 of this chapter.

PUBLICLY OWNED TREATMENT WORKS (POTW)
A treatment works as defined by Section 212 of the Act (33
U.S.C. § 1292), which is owned in this instance by the Shippensburg
Borough Authority of Shippensburg, Pennsylvania. This definition includes
any devices or systems used in the collection, storage, treatment,
recycling and reclamation of domestic and industrial wastewater and
any sewers that convey wastewater to the POTW treatment plant but
does not include pipes, sewers or other conveyances not connected
to a facility providing treatment. For the purposes of this chapter,
"POTW" shall also include any sewers that convey wastewaters to the
POTW from persons who are, by contract or agreement with the Borough,
users of the POTW. The term also means the municipality as defined
in Section 502(4) of the Act [33 U.S.C. § 1362(4)] which
has jurisdiction over the Indirect Discharges to and the discharges
from such treatment works.

QUALIFIED ANALYST
Any person who has demonstrated competency in wastewater
analysis by having analyzed satisfactorily a minimum of three reference
wastewater samples as supplied upon request by the Borough or by submission
of their generally recognized documentation of competency, in accordance
with environmental laboratory accreditation regulations at 25 Pa.
Code § 252 and using test methods in accordance with 40
CFR 136.

REFRIGERATION
The preservation of food products, the maintenance of temperature
for aid in process work and the maintenance of storage temperature.
Wastewater samples are required to be maintained at a temperature
of #el6° C. in accordance with 40 CFR 136.

RESIDENTIAL STRUCTURE
A structure intended to be occupied in whole by one family
as a residence or one or more apartments intended to be occupied as
a living unit by the occupants.
SAFETY DATA SHEET
A document that contains information on the potential health
effects of exposure to chemicals, or other potentially dangerous substances,
and on safe working procedures when handling chemical products, and
is prepared in accordance with the OSHA Hazard Communication Standard
requirements at 29 CFR 1910.1200.

SANITARY SEWAGE
This term, which is synonymous with "wastewater," represents
the normal water-carried household and toilet waste from any improved
property; excluding, however, the effluent from septic tanks or cesspools,
rain, stormwater and groundwater, as well as roof or surface water,
drainage or percolating or seeping waters, or accumulation thereof,
whether underground or in cellars or basements.

SANITARY SEWER
A sewer which carries sewage and/or authorized industrial
wastes and to which stormwater, surface water and groundwater are
not intentionally admitted.
SERVICE CONNECTION
The connection of the sewer system to the property being
provided service between the point of connection and the structure
being served. The service connection shall include all portions of
the sewer piping between the point of connection and the structure
served and will remain the property and responsibility of the property
owner.

SEWER
A pipe or conduit for carrying sanitary sewage or authorized
industrial waste.

"Publicly owned treatment works (POTW)," as defined herein.
For the purposes of this chapter, "sewer system" shall also include
any sewers that convey wastewater to the sewer system from persons
or organizations who are, by contract or agreement with the Borough,
users of the sewer system.
SEWER USE PERMIT
As set forth in §
127-27 of this chapter.

SIGNIFICANT INDUSTRIAL USER (SIU)
Except for nonsignificant categorical industrial users, an
SIU is any nonresidential user of the POTW who is:

(1)
An industrial user subject to national categorical pretreatment
standards and known as a categorical industrial user (CIU).
(2)
An industrial user that:
(a)
Discharges an average of 25,000 gallons per day (GPD) or more
of process wastewater to the POTW (excluding sanitary, noncontact
cooling and boiler blowdown wastewater).
(b)
Contributes a process wastestream which makes up 5% or more
of the average dry weather hydraulic or organic capacity of the POTW
treatment plant.
(c)
Is designated as significant by the Borough on the basis that
the industrial user has a reasonable potential for adversely affecting
the POTW's operation or for violating any pretreatment standard
or requirement.
(3)
Upon a finding that an industrial user meeting the criteria in Subsection
(2)(a) through
(c) above has no reasonable potential for adversely affecting the POTW's operation or for violating any pretreatment standard or requirement, the Borough may at any time, on its own initiative or in response to a petition received from an industrial user, and in accordance with procedures established in 40 CFR 403.8(f)(6), determine that such industrial user should not be considered a significant industrial user, and may, in accordance with regulations at 40 CFR 403.3(v) instead be considered a non-significant categorical industrial user (NSCIU).
SIGNIFICANT NONCOMPLIANCE
A noncompliance which meets or exceeds standards of significant
noncompliance established in 40 CFR 403.3(1).

SLUG LOAD or SLUG DISCHARGE
Any discharge at a flow rate or concentration which could cause a violation of the prohibited discharge standards in §
127-12 of this chapter. A slug discharge is any discharge of a nonroutine, episodic nature, including but not limited to an accidental spill or a non-customary batch discharge, which has a reasonable potential to cause interference or pass through, or in any other way violate the POTW’s regulations, local limits or sewer use permit conditions.

STATE
The Commonwealth of Pennsylvania.
STORMWATER
Any flow occurring during or following any form of natural
precipitation and resulting thereof.
SUPERINTENDENT
The person designated by the Borough to supervise the operation
of the POTW, and who is charged with certain duties and responsibilities
by this chapter. The term also means a duly authorized representative
of the Superintendent.
TOTAL SOLIDS
The sum of dissolved and undissolved constituents in water
or wastewater.
TOTAL TOXIC ORGANICS (TTO)
The sum of all quantifiable values of various organic pollutants
as defined in 40 CFR 433.11(e) and as determined by the Borough or,
for certain other categorical industrial users, as defined in the
applicable National Categorical Pretreatment Standard.

TOXIC ORGANIC MANAGEMENT PLAN (TOMP)
A plan submitted in lieu of testing for total toxic organics
in which an industrial user specifies methods of control to assure
that total toxic organic compounds do not routinely enter the sewer
system.

TOXIC SUBSTANCES
Any substance or combination of substances that is listed
as toxic in regulations promulgated by the Administrator of the Environmental
Protection Agency under the provisions of CWA Section 307(a) (33 U.S.C.
§ 1317) or other acts; or is present in sufficient quantity,
either singly or by interaction with other wastes, to injure or interfere
with any sewage treatment process, to constitute a hazard to humans
or animals, to create a public nuisance or to create any hazard in
the sewer system or in the receiving waters of the sewage treatment
plant.

UNAUTHORIZED WASTE
Any waste which is not in compliance with the provisions
of this chapter or which is discharged into the sewer system by a
person in violation of any provision contained in this chapter.
USER
Any person who contributes, causes or permits the contribution
of wastewater into the sewer system.
WASTE HAULER
An individual, partnership or corporation involved in the
removal, collection, transportation and disposal of sewage, septic
sewage and industrial/commercial wastes.
WASTEWATER
The liquid and water-carried industrial or domestic wastes
from dwellings, commercial buildings, industrial facilities and institutions,
whether treated or untreated, which is contributed into or permitted
to enter the sewer system.
WATER-COOLED EQUIPMENT
Any equipment using water as a cooling medium for purposes
other than air conditioning or refrigeration.
WATERS OF THE STATE
All streams, lakes, ponds, marshes, watercourses, waterways,
wells, springs, reservoirs, aquifers, irrigation systems, drainage
systems and all other bodies or accumulations of water, surface or
ground, natural or artificial, public or private, which are contained
within, flow through or border upon the state or any portion thereof.
