The purpose of this Article is to establish guidelines for donations and contributions made on behalf of the people of Pawtucket to various charitable, nonprofit organizations and causes.
Expenditures for the purpose as described above shall be made from an appropriation account for this purpose entitled "Mayor's Contribution Expense Account." No expense shall be made from this account without the express written approval of the Mayor.
A. 
All expenditures from the Mayor's Contribution Expense Account shall be disbursed through normal payment procedures of the Finance Department. All moneys withdrawn shall be done so on City of Pawtucket checks from the general fund account of the City of Pawtucket and in accordance with rules and procedures of the Department of Finance.
B. 
There shall be no advances from this account and no expenditures without adequate documentation.
A. 
The Mayor's Contribution Expense Account can be utilized for donations to those groups or organizations which provide for the social welfare, physical activity or health and welfare of the citizens of Pawtucket.
B. 
This fund may also be used to pay for any admission or donation expense involved with approved groups and/or organizations.
C. 
Expenditures for any printed materials shall include the words "on behalf of the citizens of Pawtucket," or similar language.
Expenditures for political purposes, for any games of chance of any kind or for any personal expenses shall not be permitted from this account.
Inasmuch as practicable, the provisions of this Article shall take effect upon its passage. The establishment of the Mayor's Contribution Expense Account shall be done annually pursuant to the implementation of the annual operating budget of 1990-1991, after which the entire provisions of this Article shall apply.
