Prior to passage of any legislative measure of the City Council, including
ordinances and resolutions, having an effect upon the revenues, expenditures
or financial liability of the City of Pawtucket which can be calculated with
reasonable certainty and specificity, a brief explanatory statement or note
shall accompany the measure at its introduction which sets forth the estimated
dollar effect thereof, agency or agencies affected, and the source of funding
to finance the objective of the measure. Such statements or notes shall be
known as "municipal fiscal notes" and they shall accompany each such measure,
ordinance or resolution prior to being laid on the table at any City Council
meeting.
Municipal fiscal notes shall cite the effect of the ordinance, resolution
or other legislative measure in dollar amounts for the current budget year
and annual estimates for the next two (2) succeeding fiscal periods. No comment
or opinion relative to the merit of the ordinance, resolution or measure shall
be included.
The City Director of Finance, who shall determine the city agency or
department affected by the ordinance, resolution or other legislative measure,
shall be responsible in cooperation with said agency for the review of the
municipal fiscal note.
A response to each municipal fiscal note shall be communicated to the
Councilperson who proposed the legislation and accompanying municipal fiscal
notes within ten (10) business days unless extension shall be granted by the
President. All completed municipal fiscal notes shall be submitted to the
President.
