Whenever there is to be the establishment of
a previously nonexisting salaried position or the abolishment of a
previously existing salaried position, the Personnel Board shall make
a preliminary and nonbinding recommendation to the Council relative
to the necessity of the creation of a new position, or the reasons
for the abolition of an existing position, and its fiscal impact on
the municipal budget.

Whenever there is a formal request before the
Personnel Board for the reclassification of a classified employee
or a change in salary of an unclassified employee, the Personnel Board
shall make a preliminary and nonbinding determination to the City
Council, relative to whether the reclassification or change of pay
is warranted and its fiscal impact on the municipal budget.
Any determination made by the Personnel Board, as set forth in §§
88-6,
88-7 and
88-8, shall be subject to the review of the City Council. The Personnel Board's determination may be affirmed, denied or modified by the City Council after a hearing thereon.
This article would affect, prospectively, all
existing or newly established municipal positions, including classified
union, classified nonunion, unclassified union and unclassified nonunion.
