Pursuant to the provisions of § 43.54, Wis. Stats., the Library
Board for the Village of Elm Grove shall consist of seven members appointed
by the Village President subject to approval by the Board of Trustees. One
member of the Library Board shall be a school district administrator of the
Elmbrook School District or the administrator's representative. Not more
than one member of the Library Board may also have concurrent membership on
the Village Board of Trustees.
The Village President, subject to approval by the Board of Trustees, may also designate a member of the Board of Trustees to serve in the capacity of liaison on behalf of the Village Board of Trustees to the Library Board who does not possess any voting rights on the Library Board in that capacity. A Village Board Trustee appointed as a Library Board member under §
7-15 above may also concurrently serve in the capacity of Village Board of Trustees liaison.
Members of the Library Board, other than the school district representative,
shall be residents of the Village and shall be appointed for a three-year
term commencing on May 1 of the first year of their term. Vacancies shall
be filled for unexpired terms in the same manner as regular appointments are
made.
A majority of the membership of the Library Board shall constitute a
quorum; provided, however, that the Library Board may, by regulation, provide
that three or more members shall constitute a quorum.
Members of the Library Board shall meet prior to the last week in May
of each year to elect from the membership a President and such other officers
as they deem necessary.
