There is hereby created a Board of Parks, and the Commissioners appointed to such Board shall be known as the "Board of Parks Commissioners."
The City Manager may, with the approval of the City Council, appoint a Board of Parks for the City, consisting of five persons, in accordance with the provisions of MGL c. 45, § 2.
A. 
The Board of Parks shall have the powers, duties, and authority as defined in MGL c. 45.
B. 
The Board of Parks shall have complete jurisdiction and authority to act in all instances for the promotion and the conduct of recreation, play, sport or other similar acts with regard to the use of playgrounds, parks and stadiums under its control, whether or not admission is to be charged for such activities.
C. 
The Board of Parks shall absorb all the functions and authority of the Recreation Commission and the Stadium Commission, which Commissions were dissolved. The new Board shall act in accordance with and be subject to MGL c. 45 insofar as applicable to the Board.
