Under the authority of MGL c. 43, § 5,
there is hereby established a City Messenger's Department under the
jurisdiction of the City Manager in conformity with the Plan E form
of government.
It shall be the function of the City Messenger's
Department to have general care and custody of the City Hall and the
John F. Kennedy Civic Center and their various departments, including
the grounds and appurtenances thereto, for the preparation and arrangement
of the various rooms of the City Hall and the John F. Kennedy Civic
Center for their appropriate purposes and to keep the same clean,
warmed and properly lighted and in good order and condition for any
occupation authorized by the City Manager, the School Committee, or
the City Council or any committee thereof.
The City Messenger's Department shall be headed
by a City Messenger. The remainder of the staff shall consist of the
following positions: one building manager; one stationary engineer,
third class; one senior building custodian; one building maintenance
man; two laborers; one janitress; four building custodians; two telephone
operators; two house workers; and one fireman, second class, such
positions being currently authorized in the Messenger's section of
the City Manager's office, and such other personnel as the City Council,
with the advice of the City Manager, shall from time to time authorize.
