All new wiring or additions, extensive alterations
or repairs to old electric wiring for light, heat or power installed
within or on any building, with the exception of any structure (with
capacity of employing more than 100 persons), or any building which
is to be used as a hospital, asylum, church, school, theater, depot,
lodge room, public building, or public hall (with capacity for seating
more than 50 persons) or any garage, barn or stable, shall be installed
in accordance with the Massachusetts Electrical Code, MGL c. 143,
§ 3L and 500 CMR 12.00, which is incorporated in and made
part of this chapter, and approved wiring methods and approved by
the City Electrician/Wire Inspector.

The rules and regulations set forth in the Fire
Prevention Regulations of the National Fire Prevention Association,
which are popularly known as the "Massachusetts Electrical Code,"
are hereby adopted and made a part of this chapter.
No meter shall be installed nor shall a current
of electricity be connected within any system or extension of wiring
or apparatus intended to be used for lighting, heating or power until
a permit to connect has been issued by the Electrical Division.
For emergency repairs in establishments or power
plants, where an electrician is employed continuously on the premises,
no notification is necessary, but such establishment or power plant
shall be open for examination by the City Electrician/Wire Inspector
at all reasonable times, and a monthly record in approved form shall
be sent to the City Electrician/Wire Inspector of all additions or
changes.
Any person operating electric or other wires
over or under any street, way or building in the City, upon request
of the City Electrician/Wire Inspector, shall furnish within 15 days
thereafter accurate lists of the poles or other supports of their
wires and the location of conduits and manholes, with information
as to location, where and what service is rendered, whether telephonic,
telegraphic, power or electric lighting, and, in the latter case,
whether arc or incandescent current is used.
The City Electrician/Wire Inspector, upon request,
shall be furnished by any person operating or owning electric wires
with such information as to kind, size and tested strength of supporting
or service wires and the maximum volts used, together with such other
information as may be necessary for the faithful and effectual discharge
of his duties.
This chapter is not intended to govern or call
for the inspection of electric bell systems not supplied from light,
heat or power systems, nor is it intended to govern or call for the
inspection of the interior apparatus of boxes of fire alarm and police
systems of the City.
This chapter shall not be construed to relieve
or lessen the responsibility of any person owning, operating or controlling
any electrical equipment for damages for anyone injured by any defect
therein, nor shall the City be held as assuming any such liability
by reason of the inspection authorized in this chapter or permits
issued by its agents and servants exercising the rights and power
given herein.
No person shall conceal either wires or cables
with laths, plaster, etc., before the same have been inspected and
approved by the City Electrician/Wire Inspector.
