A.
Except as otherwise provided in this article, the driver of a vehicle passing another vehicle traveling in the same direction shall drive a safe distance to the left of such other vehicle. If the way is of sufficient width for the two vehicles to pass, the driver of the leading one shall not unnecessarily obstruct the other. Except when overtaking and passing on the right is permitted, the driver of an overtaken vehicle shall give way to the right in favor of the overtaking vehicle on audible signal and shall not increase the speed of his vehicle until completely passed by the overtaking vehicle.
B.
The driver of a vehicle may, if the roadway is free from obstruction and of sufficient width for two or more lines of moving vehicles, overtake and pass upon the right of another vehicle when the vehicle overtaken is making or about to make a left turn, upon a one-way street, or upon any roadway on which traffic is restricted to one direction of movement.
No person shall so load his vehicle with iron or other material that when being driven may strike together without properly deadening it so that it will cause no unnecessary noise, and no person shall drive a vehicle the load of which is unevenly distributed so that the same may be dangerous to the public, and no person shall drive a vehicle in such manner as to obstruct unnecessarily the normal movement of traffic upon any street or highway. Officers are hereby authorized to require any driver who fails to comply with this section to drive to the side of the roadway and deaden the noise, rearrange his load or wait until operation of the vehicle is made safe or wait until such traffic as has been delayed has passed.
No driver shall enter an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk and on the right half of the roadway to accommodate the vehicle he is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic control signal indicating to proceed, unless directed to do so by an officer.
The driver of a vehicle shall not follow another vehicle more closely than is reasonable, having due regard to the speed of such vehicle and the traffic upon and the condition of the street or highway.
The driver of a vehicle shall not back the vehicle around a corner or into an intersection and shall not in any event or at any place back a vehicle unless such movement can be made in safety.
A.
The driver of any vehicle before starting, turning from a direct line or backing shall first see that such movement can be made in safety. If such movement cannot be made in safety or if it interferes unduly with the normal movement of traffic, the driver shall wait for a more favorable opportunity to make such movement.
B.
If the operation of another vehicle shall be affected by a stopping or turning movement, the driver of such other vehicle shall be given a plainly visible signal.
The driver of a vehicle emerging from an alley, driveway or garage shall stop such vehicle immediately prior to driving onto a sidewalk or onto the sidewalk area extending across the alleyway or driveway.
No operator shall enter upon the road surface of any street or highway or section thereof when, by reason of construction, surface treatment, maintenance or the like, or because of some unprotected hazard, such road surface is closed to travel and one or more signs, lights or signals have been erected to indicate that all or part of the road surface of the street or highway is not to be used, or when so advised by an officer, watchman, member of a street or highway crew or employee of the City either audibly or by signals.
[Amended 3-22-2016]
No person shall drive any vehicle upon or over any sidewalk, bike lane or footpath by the side of any highway, town way, street or public passageway, except to go into or out of some adjoining yard or enclosure, and he shall then cross such sidewalk, bike lane or footpath as nearly as may be at right angles. No person shall drive any carriage or other vehicle upon or over any hose pipe placed in the street by order of the Chief of the Fire Department or which is being used at a fire.

A funeral composed entirely or partly of a procession of vehicles shall be identified as such by means of black pennants bearing a purple cross or other suitable insignia attached to the first and last vehicles.
A.
It shall be the duty of each driver in a funeral or other procession to keep as near to the right edge of the roadway as is feasible and to follow the vehicle ahead as closely as is practicable and safe.
B.
At an intersection where a traffic control signal is operating or a stop sign is located, the operator of the first vehicle in a funeral or other procession shall be the only one governed by the traffic signal indication or the stop sign.
It shall be unlawful for the driver of a vehicle to use his horn or other noise-making device for any purpose except when the use of the same is necessary to ensure safe operation of the vehicle.
At any junction or crossing of ways where the roadway grades have been separated and where the ways are connected by ramps and at any intersection of ways in which there are traffic islands, drivers of vehicles shall proceed only as indicated by official signs, signals or markings.
