A. 
All trucks and buses having a total combined weight of vehicle plus load in excess of four tons shall be excluded from all streets within the Borough of South River, except for the streets or parts of streets described in Schedule V (§ 193-34) and which streets therein set forth are hereby designated as a route for trucks and buses over four tons. Trucks having such a gross weight in excess of four tons shall be limited to the pickup and delivery of materials on Borough streets not designated as a route for trucks in Schedule V. Buses having such a gross weight in excess of four tons shall be limited to the pickup and discharge of passengers on the Borough streets not designated as a route for trucks and buses in Schedule V as follows:
(1) 
Pickup and discharge of schoolchildren by school buses.
(2) 
Pickup and discharge of senior citizens and handicapped individuals at their place of residence.
(3) 
Pickup and discharge of passengers solely within off-street parking lots of Borough churches, civic organizations and Board of Education properties.
B. 
This section shall not apply to buses owned and operated by New Jersey Transit.
