A. 
No person or persons, firm or corporation shall deposit, maintain or permit to be deposited, maintained or accumulated in or upon any public or private street or thorough fare or place or in or upon any privately owned property or building any household, garage or factory waste, any wastepaper, sewage, garbage, offal, human excrement, tin cans or rubbish, any dead animal or part thereof, any decaying or putrescible matter, fruit, vegetables, fish, meat or bones, any oyster or clamshells or any foul, putrid or decaying liquid or substance. This is not intended to preclude composting or manure piles.
B. 
No person or persons, firm or corporation shall include in their household or business solid waste for disposal in the garbage truck at the Township garage on Saturdays or any other day designated by the Township for trash collection and pickup any gasoline, oil, paint or any other type of petroleum product or combustible or any other materials deemed to be hazardous by the County or State Health Department or the Department of Environmental Protection.

All garbage, swill or offal which may accumulate in the Township of West Amwell or which may be stored, kept or retained therein without violating this article shall be kept in plastic bags or watertight metal receptacles provided with tightly fitting covers, except that barrels may be used for vegetable trimming if removed daily. Said metal receptacles shall be kept clean, and no water shall be allowed to enter therein except for the purpose of cleaning.
No person or persons, firm or corporation shall allow any garbage, swill or offal or excrement or any other offensive or decomposed solid or fluid matter or substance to leak or escape from any truck, cart, wagon or container in which the same may be conveyed or carried.
No person or persons, firm or corporation shall carry or convey through the streets or roads of the Township of West Amwell or deposit in any place in the Township of West Amwell any garbage, swill, slops, refuse, whether composed wholly, partly or jointly or entirely of animal or vegetable matter, or any dead animals, fish or birds, or any part of the same, or any carrion, putrid or rotten meat, food or comport or also any foul, offensive or obnoxious matter, substance or offal, collected or picked up in any other municipality within or without the State of New Jersey.[1]

A. 
West Amwell residents wishing to use the municipal garbage collection must make application in person at the Municipal Clerk's office by providing proof of residency and paying an annual fee according to the program level cost schedule in place for the current year.
B. 
The annual fee schedule and/or package pricing will be posted each year (or as changes occur) on the Township website, in the Clerk's office and at the depot.
C. 
The fiscal period of collection at the garbage drop-off depot is July 1 of the current year through June 30 of the subsequent year. Fees must be paid by June 30 in order to participate in use of the facility. Persons who have not remitted the proper fees will not be permitted to drop off household refuse.
D. 
Payment of fees may not be carried beyond the current depot fiscal season, (July 1 - June 30). However, part-year and/or season remainder, and/or additional package extensions, will be offered based on a prorated assessment to be determined during the months of October through June of the fiscal collection period for residents who did not previously acquire a trash depot package or have depleted their allotment.

Any person or persons, firm or corporation who shall fail to comply with or violate any of the provisions of this article, whether such person is acting as principal or as agent or employee of a natural person or as agent, employee or officer of a corporation, shall, upon conviction, be subject to a fine of not less than $100 nor more than $1,250, a term of imprisonment not exceeding 90 days or a period of community service not exceeding 90 days, or any combination thereof.
