A.
There is hereby created a Human Resource Department, and the Human Resource Program hereby established shall be administered by a Human Resource Director appointed by the City Manager. The position of Human Resource Director may be combined with any other position at the discretion of the City Manager. In addition to the duties set forth elsewhere in this article, the Human Resource Director shall:
(1)
Advise the Civil Service Board, the City Manager, and the City Commission on matters of civil service administration policy, and problems of personnel administration, including the development of personnel rules, a job classification plan, and a uniform pay plan.
(2)
Administer provisions of this chapter.
(3)
Represent the interests of the public and City employees in the management of personnel.
B.
The City Commission upon recommendation of the Human Resource Director and the City Manager may contract with any qualified person or agency for the performance of such technical services as may be required in the operation of the personnel program.
