The Human Resource Director shall draft, in
consultation with the City Manager and the Civil Service Board, such
rules as may be necessary to carry out the provisions of this chapter.
These rules shall be submitted for adoption by resolution of the Civil
Service Board and shall have the force and effect of law. Amendments
to the rules shall be made in accordance with the above procedure.
A copy of such rules shall be filed with the City Clerk.
The Human Resource Director shall encourage
the improvement of the City service by providing employees with opportunities
for training which need not be limited to training for specific jobs
but may include training for advancement and for general fitness for
public service.
