No person shall fire or discharge any firearms
or explosives of any kind within the limits of any highway, park or
other public property, except with the possession of written permission
of the Select Board, or on any private property, except with the possession
of written consent of the owner or legal occupant thereof; provided,
however, that this section shall not apply to the lawful defense of
life or property nor to any law enforcement officer acting in the
discharge of his or her duties. Any person violating this section
shall be punished by a fine of not more than $50 for each offense.

A. The Chief of the Fire Department shall include in
his or her annual report and cause to be published in the Town Annual
Report the following information: amount of explosives, of all classes,
stored in magazines in the Town of Chelmsford.
B. No person or corporation may store explosives in excess
of 1,000 pounds unless the entire premises where the explosives are
stored shall be enclosed by a sufficient fence capable of keeping
unauthorized persons from said premises and sufficiently fireproof
in construction to prevent grass or brush fires entering such premises.
