The parking of vehicles on Town of Cazenovia and County of Madison highways within the Town of Cazenovia, including the shoulders of these highways, between the hours of 2:00 a.m. and 9:00 a.m., during the months from the first day of November each year to the first day of April the following year, is hereby prohibited.
As used in this article, the following terms shall have the meanings indicated:
SHOULDER
The improved portion of a highway contiguous with the roadway as defined in New York Vehicle and Traffic Law § 143-a.
Any vehicle parked in violation of this article may be towed to an area or place for storage of vehicles until a reasonable charge is paid by the owner to recover the cost of towing and storage.

A violation of this article shall be punishable as provided in Article V, Enforcement, of this chapter.
This article shall be effective as provided by law but not until signs announcing the law are posted at all of the principal entrances to the Town of Cazenovia.
