A. 
There is hereby established in the Wellington Estates in the Town of Cazenovia, Madison County, New York, a scale of rents called "water rents," the revenue from which shall be used for the payment of the cost, management, maintenance, operation and repair of the water system located within said District and for the payment of interest on any debt incurred for the construction or repair of said Water District when and if necessary and for retirement of such debt.
B. 
Water rents levied and charged against the real property within the Wellington Estates Water District shall be established from time to time by resolution of the Town Board of the Town of Cazenovia.

C. 
The Town Board of the Town of Cazenovia is authorized to determine and fix such additional water rental hereinafter as shall be equitable provided for by the preceding subsections of this section.

Bills shall be rendered on an annual basis and shall be due when presented.
If any water charges are in arrears for 30 days or longer, they shall be subject to a penalty not exceeding 10% of the amount due, and the Town Board may cut off the supply of water, if such water charges are not paid within 60 days from the due date.
Said water charges shall be a lien upon the real property upon which or in connection with which the water was used or furnished.
